Abstract/Summary:
Issues which leaders in postsecondary institutions face today take different forms and phases, which include those that are created by changing technology and the new technical skills requirements. Among new and challenging issues that occupational and continuing education program administrators currently face are the changing demographics and the need to recruit quality leaders to replace those about to retire in the next decade.;The purpose of this study was to identify, by consensus, emerging leadership and supervision issues in postsecondary occupational and continuing education programs in Florida, Maryland, North Carolina, and Virginia.;The study was conducted using a three-round Delphi Technique and the procedures followed were: Round 1---Forty-seven relevant issues were identified and 18 categories developed from the identified issues in the round. Round 2---All forty-seven issues were rated and eighteen categories ranked to determine consensus on ratings of the issues and the ranked importance of the categories. Round 3---All the issues were re-rated and categories re-ranked. The final consensus on issues and importance of categories were determined.;Consensus. The majority of experts reached a consensus on several issues, including: (1) Financial resources; (2) Collaboration among leaders and educators in community and in business and industry; (3) Disparity in funding between academic and non-academic programs.
