exas school districts spent approximately ;The rate per mile allotment is based on a linear density interval structure placed in statute in 1979. In a given linear density group, the average CPM for regular education transportation ranges from an amount that is 50 percent to 69 percent greater than the allotment rate per mile (APM) for the same group, and the average CPM for special education transportation ranges from an amount that is 10 percent to 84 percent greater than the APM for the same group.;Through state funding, Texas provides districts with approximately 44.8 percent of pupil transportation costs. A survey of 147 districts revealed concern over the definition of approved route miles. One hundred and seventeen transportation directors reported 92,255 "dead head" miles each day. These miles are not funded with state support but are a necessary cost of providing transportation.
