Abstract/Summary:
The purpose of this study was to examine the effect of the bureaucratic construct of administrative rule orientation as identified by Gouldner on the particular bureaucratic process of personnel appraisal. The constructs of representative, punishment-centered, and mock rule orientation, identified by Caldwell and Lutz in the public school administrators, were measured for Texas public school administrators using a modified version of the Rule Administration Scale developed by Caldwell and Lutz. The newly implemented Texas Teacher Appraisal System, in which scores with numeric values were assigned to teacher performances, was used as a measure of the influence of administrative rule orientation on the appraisal process. Regression analyses were used to determine the amount of variance accounted for in the model by each of the rule orientation types. Representative rule orientation was positively related to positive awards and negatively related to negative awards. Punishment-centered rule orientation was positively related to negative awards and negatively related to positive awards. Mock rule orientation was not related to positive or negative awards.
