| The purpose of this study was to investigate the extent to which the fiscal objectives of the United States Congress and the Massachusetts State Department of Education were attained through the Massachusetts State Department of Education's distribution of Vocational Education Act funds in Massachusetts. The fiscal objective established by the United States Congress was identified as stimulation. The fiscal objective established by the Massachusetts State Department of Education was identified as equalization. The period investigated consisted of fiscal years 1973, 1974, 1975, and 1976.;The accumulated data were then transferred to IBM punch cards for statistical processing. The results of the study were analyzed using Pearson product-moment correlations. It is upon these data and procedures that the conclusions and recommendations are based.;Positive correlations significant beyond the .001 level were found to exist between all local school districts' expenditures for vocational education and the amount of Vocational Education Act funds which the Massachusetts State Department of Education distributed to them. Suburban school districts' expenditures for vocational education correlated significantly at the .01 level with the amount of Vocational Education Act funds received every year except fiscal year 1976. . . .
