Promoting green development and promoting the harmonious coexistence of man and nature is one of the main goals of China's economic and social development during the"14th Five-Year Plan" period.It emphasizes the complete transformation of traditional development models and promotes a comprehensive green transformation of the economy and society.As an important support for the development of China's real economy,industry is facing a huge test.How to fight the battle of pollution prevention and control in depth and establish and improve the environmental regulation policy system is an important issue that needs to be solved urgently to realize the green development of industry.Based on this reality,from the perspective of industrial green development,this thesis focuses on the spatial effects of environmental regulations,and establishes a theoretical analysis framework based on"spatial heterogeneity,spatial spillover effects,and spatial layout effects",and uses empirical evidence on this basis.The data conducts a detailed study of the three effects.First,use the three-stage data envelopment analysis method to measure and decompose the environmental regulation efficiency of China's industrial sector,and analyze its spatial heterogeneity in depth;secondly,establish a spatial measurement model to test the spatial spillover effects of environmental regulation and environmental pollution;and finally,Combined with the geographic detector method and the panel vector autoregressive model,from the perspectives of time series and spatial distribution,it studies the spatial impact of environmental regulations on the industrial layout of industries.The main research contents and conclusions of this thesis are as follows:(1)Combining the definition of "spatial effects" in spatial economics,this thesis believes that the spatial effects of environmental regulation from the perspective of industrial green development include its spatial heterogeneity,spatial spillover effects,and spatial layout effects.The formation of spatial heterogeneity of environmental regulation is inseparable from the mechanism and path of environmental regulation.At the same time,due to the gaming behavior and multiple spillover paths of neighboring local governments in environmental regulation,environmental regulation has spatial spillover effects.On the other hand,by analyzing the mechanism and path of environmental regulation on the industrial layout,it is believed that environmental regulation has a spatial effect on the industrial layout.(2)This thesis studies the spatial heterogeneity of environmental regulations by exploring the regional spatial characteristics of regulatory efficiency.The three-stage data envelopment analysis method is used to measure and decompose the environmental regulation efficiency of my country's industrial field.It is believed that from a spatial perspective,the technical efficiency,pure technical efficiency and scale efficiency of industrial environmental regulation in various regions of China have a certain agglomeration effect,but they all exist.Obvious spatial differences,the possible influencing factors of its spatial heterogeneity include economic scale,industrial structure,urbanization structure,and education level.Under the influence of these factors,the efficiency value may be underestimated.At the same time,from the perspective of efficiency decomposition results,improving the efficiency of environmental regulations should start more from improving the technical level.(3)This thesis empirically tests the spatial spillover effects of environmental regulations and environmental pollution.Under the geographical adjacency matrix and the geographic distance matrix,the environmental pollutants themselves have an obvious positive correlation,which reflects a certain spatial spillover effect.In contrast,the global correlation relationship is more obvious in the geographic adjacency matrix.The current investment in environmental regulation in China's industrial sector has a negative inhibitory effect on the intensity of industrial carbon emissions,which can reduce environmental pollution to a certain extent and promote green industrial development.At the same time,environmental regulations in various regions have spatial spillover effects.In addition to their effects on environmental pollution in the region,they also have an impact on the pollution of surrounding areas.However,the impact of industrial environmental regulations on the environmental pollution of neighboring areas or neighboring areas is positive.(4)This thesis empirically tests the spatial impact of environmental regulations on the industrial layout from the perspectives of spatial distribution and time series.From the perspective of spatial distribution,industrial environmental regulations have a strong driving and influencing effect on the geographical distribution of industrial industries.The level of regional economic development,government intervention intensity,opening-up level and natural endowment resources can also affect the geographical distribution of industrial industries.The situation has a driving effect.The pairwise interaction between industrial environmental regulation and other factors is greater than the single effect.From the perspective of time series,the industrial share of each region(spatial distribution of industrial industries)is mainly affected by its own lagging effect,and at the same time,to a certain extent,is affected by the intensity of environmental regulations,and the impact of environmental pollution is relatively weak.From the perspective of industrial green development,this thesis takes environmental regulations in the industrial field as the research object,and has narrowed the scope of research compared with the regional level and is more targeted.Compared with the pollution industry level,the scope of research has been expanded,and its innovations mainly include:(1)It constructs a combined theoretical analysis framework.This thesis establishes a theoretical framework based on "spatial heterogeneity,spatial spillover effects and spatial layout effects"as the logical basis.This theoretical framework takes the industrial green development as a research perspective,focuses on the environmental regulation itself,explores and clarifies the definition of its spatial effects,and analyzes the theoretical and functional mechanisms related to the spatial effects of environmental regulations on the basis of this framework.The theoretical mechanism provides a theoretical and logical basis for the later research,and strengthens the research value and persuasiveness of this thesis.(2)It broadens the scope of use of research methods and uses the three-stage DEA method to calculate the efficiency of industrial environmental regulations.In order to analyze the heterogeneity of environmental regulatory efficiency in depth,this study uses a three-stage DEA evaluation method to measure the environmental regulatory efficiency.On the one hand,this method can remove environmental factors and obtain the true efficiency value;on the other hand,it can further analyze Influencing factors of environmental regulation efficiency,clarifying the reasons for the difference in efficiency,in-depth exploration of its spatial heterogeneity through comparative analysis,and clarifying regional characteristics will help to adapt measures to local conditions and carry out environmental regulation more efficiently.(3)It explores the spatial layout effect in depth.This thesis explores the relationship between environmental regulation and the spatial layout of industrial industries from the perspective of spatial distribution and time series.Existing studies mostly use general measurement methods to directly study environmental regulation and industrial transfer.This thesis starts from the perspective of geographic space.The geographic detector method is used to initially confirm the relationship between environmental regulations and the industrial layout of industries.On this basis,a panel vector autoregressive model is established to deeply explore the relationship between environmental regulations,environmental pollution and industrial shares.The two-angle joint exploration makes the research angle more comprehensive,and the conclusion has practical reference value.
