Study On The Impact Of Environmental Regulation On Industrial Water Use Efficiency In Zhejiang Province

The rapid industrialization process has led to economic growth,but also aggravated the consumption of resources,followed by a variety of environmental problems are becoming more and more serious.As a necessary guarantee for human survival and development,water resources ecological environment has always been the focus of attention.However,the distribution of water resources in China is extremely uneven,and the per capita share of water resources is insufficient.As a large user of water use,there is still a big gap between industry and developed countries in water use efficiency.Zhejiang Province,as the birthplace of the"two mountains theory",in order to improve the efficiency of industrial water resources utilization,the government has formulated a series of environmental policies and regulations to guide the green development of industry,reduce the damage to the water ecological environment,and promote the coordinated development of economy and ecological environment.Therefore,from the point of view of environmental regulation,it is not only of great theoretical significance to study the impact of environmental regulation on the efficiency of industrial water resources utilization,but also provide policy suggestions to the relevant departments in order to improve the efficiency of industrial water resources utilization and speed up the green transformation of industrializationThis paper analyzes the present situation of environmental regulation in Zhejiang Province,and calculates the utilization efficiency of industrial water resources in Zhejiang Province by using SBM-DEA model.The results show that the average utilization efficiency of industrial water resources in Zhejiang Province from 2007 to 2017 is 0.546.On the whole,the utilization efficiency of industrial water resources is relatively low,but the time series shows a trend of first decline and then growth,and there are great differences in water use efficiency between regions.The economically developed Hangjiahu area is lower than Quzhou and Lishui and other places.In addition,this paper divides environmental regulation into formal environmental regulation and informal environmental regulation,and theoretically analyzes the influence mechanism of two types of environmental regulation on the efficiency of industrial water resources utilization.On the basis of theoretical analysis,using the panel data of 11 prefecture-level cities in Zhejiang Province from 2007 to 2017,the econometric model is constructed to empirically study the influence of two types of environmental regulation on the utilization efficiency of industrial water resources in Zhejiang Province.Based on the research of this paper,the following conclusions are drawn:(1)The formal environmental regulation has a double threshold for the utilization efficiency of the industrial water resources,the reasonable environmental regulation is favorable to the improvement of the utilization efficiency of the industrial water resources,and when the environmental regulation force crosses a certain threshold value,The formal environmental regulation is not conducive to the improvement of the utilization efficiency of the industrial water resources,that is,the relationship between the formal environmental regulation and the water use efficiency of the industrial water resources is inverted U-shaped.(2)There is a single threshold in the informal environment regulation,which can promote the utilization efficiency of the industrial water resources.With the growth of the economy,the publicundefineds environmental awareness is strengthened.When the informal environment regulation exceeds a certain threshold value,the promoting effect of the utilization efficiency of the industrial water resources is gradually reduced.(3)The effect of different types of environmental regulation on the utilization efficiency of industrial water resources is heterogeneous,and the effect of formal environmental regulation on the utilization efficiency of industrial water resources is greater than that of the informal environment,and the formal and informal environmental regulations have an interaction with each other.And jointly influence the water resource utilization efficiency of the industry.At last,on the basis of the research,according to the effect of the two types of environmental regulation,the group research of 11 prefecture-level cities in Zhejiang province is carried out,and the relevant policy suggestions are put forward according to the above conclusions.
