The implication of GM technology has gone beyond the "field of science".The "Tacitus trap" of trust has given it too many sensitive imaginations such as politics,economy and culture.The controversy over the public’s understanding of GM technology is not simply the difference in GM "risk/benefit perception" or "solution" of risk management strategy,it is essentially the difference in the "source" of the value normative system,namely,the "Framing Assumption" difference.The role of "trust" is gradually highlighted,thus forming a special "trust-perception-attitude" field,which becomes the "path dependence" of public attitude formation of GM technology.However,trust in the government,which is a core stakeholder,plays a major role in the formation of public attitudes towards GM technology.In other words,trust in the government has become an important pre-factor in the formation of public attitudes towards GM technology.Therefor,it is necessary to explore the formation process of public attitudes towards GM technology from the perspective of trust and put forward corresponding strategies in order to achieve good communication of GM risk.It is believed that the public attitude formation model of GM technology has undergone a process of origin,improvement,innovation and expansion from TRA,TPB,TAM,Bredahl model and general model framework.Under the general framework of the public attitude formation model of GM technology,the social stratification mechanism,objective cognitive system and the role of information all have the problem of prediction distortion on public attitudes towards GM technology because of their own shortcomings.The risk of genetically modified technology has the characteristics of social construction,which makes the subjective value paradigm system play a major role in the formation of public attitudes towards genetically modified technology.The interaction between trust and value makes the formation of public attitudes towards GM technology become a "domain" of trust,and the trust link between the public and stakeholders is the key to risk communication of GM technology.Institutional trust plays a central role in the whole "map" of trust in GM technolog.Although there is a preliminary consensus that institutional trust plays an important role in the formation of public attitudes towards GM technology,the current research mainly focuses on the level of government management ability and willingness,which is not enough to reflect the hierarchy and complexity of the structural dimension of institutional trust in the formation of public attitudes towards GM technology.Using the grounded theory method,taking the weibo comments on GM technology as the original data,this study analyzed the institutional trust structure behind public attitude of GM technology.Study found that the institutional trust structure behind public attitudes of GM technology,consists of seven main categories,such as government ability,government officials,public participation,information disclosure,the performance of government officials,regulation impartiality and integrity,which can be summarized as contractual trust,mutual trust and regulatory trust.Three forms of institutional trust were subject to "macro,medium and micro",which have a significant impact on public attitudes towards GM technology.Then,on the basis of research hypothesis,presupposition model,questionnaire design,data collection,reliability and validity analysis,this paper explores the formation path of public attitudes towards GM technology in the field of institutional trust by using descriptive statistical analysis,correlation analysis,regression analysis and structural equation model.Contractual trust,interactive trust and regulatory trust show a more cautious and neutral attitude,a more cautious and neutral attitude towards the perception of the benefits of GM technology,a relatively negative attitude towards the risk perception and public attitude of GM technology,but there is no over-exaggeration.In the issue of GM technology,contract trust,interactive trust and regulatory trust have a significant effect on the individual rational decision-making mechanism based on perceived benefits and perceived risks,thus affecting the public attitudes towards GM technology,and interactive trust plays a central role in the structure of institutional trust.Further theoretical thinking holds that the "break" of instrumental rationality and value rationality,responsibility ethics and belief ethics within scientific rationality is the root of the lack of institutional trust in GM risk management,and The interaction between the framing assumption of rationality and institutional trust is the "cause" of the difference in risk-benefit perception towards GM technology.The realization of GM risk communication needs to abandon the paradigm of " public understanding of scientific" and establish the paradigm of "scientific and social".In order to effectively guide public attitudes towards GM technology in the future,the government should establish a neutral position and good value under the situation of scientific uncertainty,establish the legitimacy of "participatory decision-making" to guarantee the right of public participation,establish a sound mechanism of information disclosure of GM technology to protect the public’s right to know,and strengthen the line of defense of the system to protect public interests.
