Research On Regional Environmental Governance Mechanisms In Northeast Asia

At present,environmental issues have attracted more and more attention around the world.Environmental issues have cross-border,public,global and long-term characteristics so that they are difficult to be governed with the power of one country.The common environmental issues faced by human society and the common needs of international environmental governance force countries to break national and regional restrictions,social systems and policy differences,and cultural and religious beliefs,requiring coordinated actions joint participation and common governance by sovereign governments and non-governmental organizations,so regional environmental governance has become an important form of international environmental governance.Northeast Asia is one of the fastest and most dynamic regions in aspect of economic development in the world.While the economy is booming and developing,issues such as climate warming,ecosystem degradation,marine pollution,and destruction of biodiversity have become increasingly prominent.After years of extensive cooperation,the Northeast Asia region has gradually established many bilateral and multilateral environmental cooperation mechanisms.However,due to the influence of history,culture,economy,and complex geopolitics,the existing environmental governance mechanisms in Northeast Asia lack institutional constraints and financial support.The common environmental awareness has not been reached,and the results of environmental governance have not been significant,restricting the development of environmental governance in Northeast Asia.The spillover effects of environmental governance issues,the "prisoner's dilemma" brought about by unilateral interest games,and regional sustainable development all urgently require a complete and effective regional collaborative governance mechanism.In this context,the thesis is guided by the practice of the concept of a community with a shared future for mankind,and mainly focuses on the problems in ecological environmental governance in Northeast Asia.It,based on the correlation analysis of factors affecting regional environmental problems,uses spatial panel data to conduct economic analyses of environmental pollution from the perspective of economics,and attempts to reconstruct the analysis framework of regional environmental governance from the mechanism design to interpret the path relationship between the operation and guarantee of the regional ecological environment governance mechanism,so as to provide a certain theoretical and practical basis for regional environmental governance in Northeast Asia.The thesis has the following research finding:Firstly,there is an inverted U-shaped relationship between economic development and environmental pollution.There is a negative correlation between forest coverage and CO2 emissions,that is,The increase in forest coverage in Northeast Asia will slow down CO2 emissions to a certain extent.There is an obvious positive correlation between the level of urbanization and CO2 emissions in Northeast Asia,that is,the higher the level of urbanization in each country in Northeast Asia,the more serious the environmental pollution problems.Secondly,ecological environmental governance in Northeast Asia should follow the general principles of international environmental governance,the principles of regional sustainable development and the principles of combining collaborative governance with territorial governance.The design of the governance mechanism framework should meet the needs of each governance entity's own interests,and meet the needs of regional and even global ecological environment governance.Then,through joint consultation,coordination,and collaboration,joint actions can be taken to achieve a common environmental governance goal.Specifically,regional ecological environment governance mechanisms in Northeast Asia should include four aspects:communication and coordination mechanisms,collaborative management mechanisms,supervision and restraint mechanisms,and social participation mechanisms.Thirdly,the operation of the regional ecological environment governance mechanism should be based on the premise of updating governance concepts,with innovative environmental policies and building governance mechanisms as the core,and the improvement of regional laws and the establishment of cooperative institutions as the guarantee.In practice,the operation of the communication and coordination mechanisms requires regular international conferences on regional environmental governance to strengthen the docking with other related institutions;the operation of the collaborative management mechanisms requires the establishment of an organization for environmental collaborative governance in the region so as to have the ability to collaborate emergency situations in the event of environmental emergencies and implement interest compensation for entities whose environmental interests have been damaged;the operation of supervision and restraint mechanisms requires establishment of regional environmental monitoring and warning platforms,information sharing platforms,and diversified supervision systems;the operation of social participation mechanisms needs to improve the ability of enterprises,NGOs and the public to participate in regional environmental governance.Possible innovations in the research include as follows:Firstly,the innovation of research perspectives.The research on Northeast Asian regional cooperation mainly focuses on political cooperation,economic and trade cooperation,and security cooperation.Research from the perspective of environmental governance is relatively scarce.The research will further enrich the research on regional governance issues in Northeast Asia,and improve the Northeast Asian special cooperation research from the perspective of environmental governance.Secondly,the innovation of research methods.The research fully considers the different needs of countries with different economic scales or at different stages of development for economic development and environmental quality,guided by the theory of environmental economics,and using spatial panel data models to analyze the relationship between environmental pollution and regional economy,trade,population,urbanization level,and forest coverage,calculate the impact of various factors on regional environmental pollution changes.The research is innovative in the practical guidance of regional pollution governance.Finally,the innovation of research contents.Based on the theory of global governance and mechanism design,the research reconstructs the analysis framework of ecological environmental governance in Northeast Asia,divides it into communication and coordination mechanisms,collaborative management mechanisms,supervision and restraint mechanisms and social participation mechanisms,and points out the direction for the key areas of regional environmental governance in Northeast Asia through the construction,operation and guarantee of governance mechanisms.
