The Dilemma Of Cooperative Governance Of Trans-Boundary Environmental Pollution In Northeast Asia

This article aims to study the cooperation of trans-boundary environmental pollution in northeast Asia,and analyze the plight in the process of its development on the basis of theoretical analysis combined with the fukushima nuclear disaster as a case study.Then I found out that the governance cooperation of northeast Asian trans-boundary environmental pollution has following three problems.First,the problem of rational game between countries,the failure of the system of cross-boundary environmental pollution cooperation,and the differences between countries.Then this paper will conclude the experience of trans-boundary pollution management in other regions to get the solution.We should strengthen the institutionalization of the trans-boundary environmental pollution cooperation in northeast Asia,establish a northeast Asia environmental community and multi-center governance for the trans-boundary issues.With the economic development of northeast Asia,the environmental issues has been more and more assignable.The growth of economy must heaven the environmental pollution,on the contrary,the deterioration of the environment will inhibit the development of economy.Especially in the eras of soil,air and ocean,the problem of pollution now is perplexing all the countries in northeast Asia.What's more,there are also been some accidents.For example,the ship's oil spill makes marine environment contaminated in northeast Asia,or soil pollution caused by chemical plant explosion.All of these accidents have increased the environmental pressure of northeast Asia.The cooperative governance of trans-boundary environmental pollution in Northeast Asia has developed in the past decade and established lots of organization and mechanism aiming at trans-boundary environmental pollution.However,there are still many problems including the failure of institution and the rational game between the participating countries.These problems have seriously restricted the development of the trans-boundary environmental pollution cooperation in northeast Asia.So firstly this article will theoretical analysis the system failure and rational game problems of the northeast Asia environmental cooperation,and explores how these problem restrict the govern trans-boundary environmental pollution in northeast Asia.Secondly,this paper will use the fukushima accident as a case study to study the main problems that hinder the cooperation of environmental pollution in northeast Asia.Particularly,with the wide use of nuclear energy,there exists nuclear safety trouble in northeastern Asia.At present,despite plans to increase the use of nuclear power,we still can't make sure that it's safe definitely safe in technology.Especially when uncontrollable accidents happen,there will inevitably appear nuclear pollution.The nuclear pollution is more severe than the other trans-boundary environmental pollution,because the period of nuclear is longer,pollution of scope is wider and its difficult to clean up the pollution.Hence,every country should pay attention to the problem of nuclear pollution,especially in the northeast Asia.In this way,the use of nuclear has been a resisted trend.But the nuclear power is a double-edged sword,which can benefit the people and can also do harm to the people.The Japan nuclear accident is the testimony.Actually,early in 2007,the nuclear power station of Japan has exploded caused by the earthquake.This accident exposed the problems in management of nuclear power station.The nuclear accidents happen one after another,which prove that the nuclear energy is not safe completely.This accident lead to the reflection of nuclear energy,and also present the insufficient of mechanisms of northeast Asia environmental cooperation.By the way,there is no institution in allusion to trans boundary nuclear pollution.It means that the present institution can't play a valid role once the accident happens.So this article will analyze the Fukushima nuclear disaster to make clear the responsibility of country in trans boundary pollution.No matter the cause of this accident is human factor or natural disaster,this accident has brought trans boundary nuclear pollution.But until now,the northeast Asia has not established a mature mechanism aim at trans boundary pollution in the era of soil,ocean and so on.So this article will study the problem of institutional failure and the rational game between northeast Asia countries on the basis of Japan nuclear accident.Finally,this article will analyze the cooperation governance experience of trans-boundary pollution in other countries and regions,to discuss the advantages and the applicability of the northeast Asian region.Then I will put forward to improving the development of the northeast Asia environmental cooperation mechanism of the method and its possibility.
