With the effect of the new round of power system reform becoming more and more prominent,the proportion of power grid construction investment in the whole power construction investment are increasing year by year.The transformation of power grid construction management mode,operation mode and investment proportion put forward new requirements for power engineering project management ideas and methods.In addition,according to the characteristics of power grid projects,the project construction process is faced with various problems in the long-term,such as investment benefit optimization,construction timing distribution,resource balanced allocation,risk reasonable avoidance,power supply stability.Therefore,various factors need to be considered comprehensively.The power grid construction can be regarded as a collaborative decision-making research problem with multi-agent,multi-element,multi-objective and multi-stage.However,the self-interest and information fracture of various stakeholders generally exist in the traditional power grid project management mode.Therefore,it is difficult to choose an optimization scheme to meet the needs of stakeholders according to the characteristics of the project.Meanwhile,in the process of implementation,there are unreasonable status quo of construction period,investment and resource allocation of regional power grid construction project,and it is difficult to achieve the goal of comprehensive benefit optimization of the project.Therefore,the study of model and application of multi-agent collaborative decision-making in power grid projects has been carried out.Based on the study of multi-agent characteristics and cooperative decision-making objectives of power grid projects,this paper built the cooperative decision-making models of scheme optimization and implementation in power grid project.In addition,the multi-agent technology,particle swarm optimization algorithm and non dominated sorting genetic algorithm are introduced to solve the problem according to the characteristics of the model,and a platform for multi-agent collaborative decision-making is provided by the model application system.The main research contents and achievements are as follows:(1)In this paper,the research background and significance of multi-agent collaborative decision-making of power grid projects are reviewed,and the summary of multi-agent collaborative decision-making model application at home and abroad are carried out.In addition,the basic theory of power grid planning,construction and stakeholder,and the models and methods of multi-agent,multi-objective optimization are studied in this paper.The theoretical foundation and study scope are established.(2)The characteristics of stakeholders and collaborative decision-making objectives of power grid projects are studied.First,Using the WBS structure of power grid construction process to analyzes and identifies 8 main stakeholders of power grid project.Second,the interest preference and target difference of stakeholders are studied.Based on this,the concept of collaborative decision-making is proposed,the logic and content of this concept are also analyzed.Furthermore,based on the literature comprehensive analysis method and the causality flow chart of system dynamics,this paper identifies the collaborative decision-making objectives of power grid construction projects,including four aspects:planning management,construction conditions,investment decision-making,construction and operation.This part is the basis of co-decision model and application study.(3)The co-decision model of power grid project scheme optimization based on MAS is established.First,on the basis of clarifying the cooperative decision-making objectives of power grid construction,the important objectives are abstracted into the agents in the MAS.In addition,the structure,function and communication mode of MAS are also constructed.Second,based on the negotiation and interaction ability between multi-agent,this paper describes the multi-agent interaction process of scheme optimization by using Petri net and contract net protocol.The fuzzy rules of the fuzzy Petri net are also used to set the fuzzy schemes,which is selected by multi-agent collaborative decision-making of fuzzy variable factors,and formed a collaborative decision-making model for scheme optimization of power grid project.The calculation process of the model is verified by an example.The content of this part can be combined with the characteristics of power grid projects in different regions.Considering the needs of stakeholds,the method of construction scheme optimization is provided.(4)A collaborative decision-making model of scheme implementation for multi-objective optimization of power grid projects is established.First,on the basis of scheme optimization,the objectives of collaborative decision-making in the planning and construction stages are studied.and the objective function is established.Furthermore.the collaborative decision algorithm model of multi-objective optimization of power grid project is established under the objective function and constraint condition.Second,collaborative decision models for power grid planning and construction are established respectively,the PSO and NSGA-II are used to solve the problem of models,the rationality of the two-stage model is proved by an example.In addition,the model and algorithm are integrated into the multi-agent system as part of the method and model of corresponding MAS.This part can provide the decision-making method to meet the multi-objective optimization in the implementation of the scheme under the constraints of time limit,funds,resources,and the needs of stakeholds.(5)The application system of power grid project collaborative decision model to the needs of stakeholds is studied.Based on the two kinds of co-decision models,a grid project collaborative decision model application system based on B/S architecture is established.This system is defined as a collaborative decision support platform,and it belongs to an information system.It provides the stakeholders with unimpeded information,accurate and complete data,function of communication and interactive decision-making.Meanwhile,the platform can fully integrate MAS technology,and use the optimization algorithm function to solve the complex problems in the process of power grid construction collaborative decision-making.In addition,the functions of the platform include multi-agent management,multi-unit management,scheme optimization management,multi-objective optimization management,spatial map management,etc.The sub function composition of various functions is designed according to the needs of practical project.This part provides practical reference for extensive application of the platform in power grid construction decision-making.From the perspective of project management,this intelligent and information technology are applied to power grid project management.It provides theoretical basis and practical reference for the exploration of multi-agent collaborative decision-making and efficient management in the planning,design and construction stages of power grid projects in China.
