Water shortage is not only the obstacle of the development of society and economy, but also the reason of environmental problems. There are two ways to eliminate the contradictions, one is developing new water resources, the other is saving available water resources. They supplement each other and can boost the sustainable development of the region or the basin. The key point is how to regulate and control water resources. Inter-basin regulation of water resources is an important method to develop new water resources. It is an integrated system being consists of engineering measures and non-engineering measures. The system is the coupling of diversion water and all kinds of local water. The characteristics of the system are large-scale system, multi-obj ective, risk decision-making and group decision-making. Therefore, the study on the system is important for both the theory and application of water resources optimization.The theories of large-scale system, multi-objective, risk decision-making and group decision-making are applied to developing the construction of the large-scale decision-making problem. The decision-making mode of the optimal allocation of Trans-valley regulation is designed. The logic relationships of modes used in the mode-system are studied. Different hierarchy decision-making models are set up. First, the multi-objective decision-making models of water resources optimization and the ranking of the schemes of trans-mountain diversion project are established. Second, the multi-objective decision-making model of water resources optimization with stochastic and fuzzy constrains is built up. At last, considering of the characteristics of benefits conflicting and group decision-making of the problem, the theory of group decision-making is applied to building the large-scale system, multi-objective and risk decision-making model.The main contents are as follows:(1)The large-scale system construction of water resources optimization is analyzed and discussed. The scientifically distinguishing condition of regional water shortage is given. The decision-making mode of water amount optimization of trans-valley water transfer project is designed. The information construction of decision-making schemes of water resources optimal allocation is studied. In the ideas of decomposition-coordination, water amount and water resources allocation effect is regard as correlative variables and the decision-making problem is decomposed into two subsystems of selecting and rankingTVof water transfer schemes and water resources optimization. Further analysis about large-scale system construction of both subsystems is conducted. According to the features of large-scale system, semi-structure, multi-hierarchy, multi-objective, state of risk, using the procedure of recognition and solution of the problems from system analysis to system integration, the logic frame system of group decision-making method of large-scale, interactive, multi-objective, state of risk is set up. The information of object space, decision-making space and risk space of the alternatives of water resources optimization are studied and the information construction chart of alternatives is set up.(2)Based on satisfaction degree, multi-objective interactive iterative decision-making technology, water resources optimization model and decision-making assessment model of development order. Multi-water resources conjunctive allotment mathematical model of inter-basin diversion project is developed and single-objective solution method for decomposition-coordination model of water resources optimization is studied. To solve multi-hierarchy decision-making problems, the model and techniques of single-hierarchy multi-objective decision-making are studied and multi-objective comprehensive satisfaction degree is carried out.
