Under the environment of the high penetration rate of renewable energy,the operation characteristics of the system have changed qualitatively.The dispatch of power flexible resources becomes a focus issue.From the perspective of elements of market mechanism and its internal logic,considering the specific environment of the high penetration rate of renewable energy,starting from the supply-side,the demand-side,and market operation,this thesis conducts systematic and in-depth research on the active power ancillary service market mechanism,as well as how supply-side and demand-side response motivating power flexible resources.From the perspective of market operation,two practical situations and the development trend of renewable energy are considered,under the power system of"plant network separation" which has not yet been established and which is in the process of establishing the spot market of power.Aiming at the peak shaving and slope ramping problems faced by the power system with high renewable energy rate,the overall framework of the active power ancillary service market for the power system with a high penetration rate of renewable energy is designed,which provides a realization path for establishing the incentive mechanism of flexible resource market in a phased and systematic way.Based on the proposed overall framework,from the perspective of the actual development of China's electric power market,the characteristics of the peak shaving market and its design premise are analyzed,and the basic principle of "who benefits,who bears" is followed to design a peak shaving transaction mechanism involving renewable energy,as well as its transitional scheme to spot market.An example is given to verify the feasibility of the mechanism.The characteristics of the peak shaving market and its design premise before the establishment of the spot market in China is analyzed,the mechanism of the peak shaving market with the participation of renewable energy and the scheme of its transition to spot market is designed,and the feasibility of the proposed scheme is verified with an example.According to the development expectation of China's renewable energy and electricity market,a co-optimization model of the electrical energy market and multiple active power ancillary service markets are constructed.The model implements co-optimization of seven different trades,which are the electric energy,up-down regulation,up-down spinning reserve services,and up-down non-spinning reserve services.The example shows that the model can reflect the technical and economic characteristics of different flexible resources and adapt to the uncertainty of renewable energy,which promotes the economic absorption of renewable energy.From the perspective of the supply-side,to improve the utilization efficiency of flexible resources,a data-driven quantitative analysis model of regulation and reserve service requirement is established.Based on the analysis of the existing frequency regulation service demand quantification methods,a data-driven method is used to forecast regulation service demand for complex scenarios of high renewable energy penetration power systems.By decomposing the time-frequency deviation time series corresponding to regulation services,the potential frequency deviation corresponding to the assumption that there are no frequency control measures is obtained based on the hidden Markov model,then the quasi-real-time requirement of regulation service is obtained.A numerical example shows that this method can realize on-line rapid frequency regulation requirement forecasting effectively.From the perspective of the demand-side,to absorb new flexible resources extensively,for demand-side resources of different scales participating in the ancillary service market,a bi-level decision model for industrial power users integrating with the production plan is established,as well as a chance constraint program ?? g based bid decision model of resource integration for aggregators.Numerical examples indicate that the proposed model can provide efficient decision support for the demand side resources to participate in response to spot price and participate in the ancillary service market,that can effectively stimulate demand-side resources under the proposed ancillary service market mechanism.The active power ancillary service market mechanism design and clearing model proposed in this paper contribute to stimulate demand-side participating in ancillary service competition,improve the active power ancillary services control,optimize the spot market and ancillary services market-clearing mode,and improve the degree of the whole power system flexible resource adequacy and ancillary service ability,thus promote the efficient electricity market operation.
