China's new round of electricity reform regards "Advance the electricity price reform in an orderly manner and straighten out the electricity price formation mechanism" as the first key task to achieve the goal of "Forming a mechanism that mainly determines energy prices by the market." As an vital part of electricity price,Electricity transmission price level and structure not only affect the terminal electricity price level,but also coordinate with and constrain each other with the spot market price of electricity,and jointly affect market transaction prices and even the optimal allocation of resources.Therefore,the transmission price system design and mechanism selection under the power spot market environment need to be coordinated with the power spot market price to ensure the fair distribution of transmission costs and jointly promote the fairness and efficiency of market competition.The new round of T&D price reform in China precedes the construction of the electricity spot market.The transmission price mechanism and the electricity spot market pricing mechanism lack an overall design,which leads a lack of coordination.Although practice exists of coordination between transmission and spot market pricing of countries with advanced electricity spot markets in Europe and the United States,there is a lack of systematic research in theory and methodology.As the construction of China power spot market accelerates,there is also a lack of theoretical guidance in the design and selection of a transmission price mechanism that is coordinated with the power spot market.To this end,under the guidance of the core concept of"coordination with power spot market",this paper put forward the research framework of "Impact mechanism analysis—Coordination approach exploration—Pricing mechanism design".Using the power spot market production simulation model as an analysis tool,carrying out the research of coordiantion of transmission price,including shared network transmission price,connection charge and inter-regional/provincial dedicated transmssion price,and power spot market in the field of mechanism,structure and form.The in-depth and systematic research on transmission pricing theories and methods in coordination with the electricity spot market provides theoretical support for the establishment and improvement of the transmission price system and pricing mechanism under the environment of my China's electricity spot market.The main work of this paper is summarized as follows:(1)A quantitative evaluation method for the transmission pricing mechanism that takes into account the fairness and efficiency of the power spot market competition is proposed,revealing the mechanism by which the transmission price affects the fairness and efficiency of the power spot market competition,verifying the synergy between two prices.Starting from the analysis of the connotation of competition fairness and efficiency in the power spot market,the impact mechanism of transmission price on the power spot market competition fairness and efficiency is studied,and an index system for evaluating the impact of the transmission price mechanism on the power spot market competition fairness and efficiency is designed and proposed.In order to realize the calculation of quantitative evaluation indicators,calculation methods based on "Power investment timing and location prediction model","Node load growth model based on power demand elasticity coefficient" and "Electric energy spot market production simulation model taking into account the electricity transmission price" are put forward.(2)With the coordination of pricing mechanism as the core,an optimal design model of PoC transmission pricing mechanism based on particle swarm optimization is established.Starting from the research on the coordination mechanism of the electric energy spot market price and the transmission price in providing location signals,using the power spot market production simulation as a tool,the analysis of coordination relation between spot market price and transmission pricing allowing for single-period/multi-period,ring network/radiation network,congestion/non-congestion system is carried out,and clarify the conditions for the application of the PoC transmission pricing mechanism.Combined with the fairness evaluation indicators proposed in(1),the optimal design model of PoC transmission pricing mechanism based on particle swarm optimization is established for finding the key parameters of the PoC transmission pricing,and the relationship between key pricing parameters and fairness evaluation indicators is analysed.(3)With the coordination of price structure as the core,a data-driven connection benchmarking price model is proposed.Starting from the promotion of coordination between the connection charge and the shared network transmission pricing mechanism,the selection method of different connection price recovery models and pricing methods is proposed;combined with characteristics of connection project of power plants,a 3-factor design method based on the "Selection of pricing benchmarks","Optimization of the tierd price" and "Choice of payback period" is proposed.In the"Selection of Pricing Benchmarks",investment benchmarks for transmission lines per kilometer and megawatt-kilometers are proposed;in "Optimization of the tierd price",a data-driven tiered connection price optimization pricing model is designed;in"Choice of payback period",the operating period method is used.(4)With the coordination of price form as the core,a two-layer transmission two-part price optimization model for inter-regional/provincial project for the power spot market is proposed.Based on the economic and the power spot market bidding theory,the impact of the power transmission price of a inter-regional/provincial project on the total social welfare of inter-regional/provincial power transactions and the impact of the power spot market competition efficiency is carried out.A two-layer transmission two-part price optimization model based on a one-dimensional search algorithm to determine the proportion of energy price to realize annual allowed revenue of the inter-regional/provincial project is established,and the key factors that affect the upper limit of proportion for enegy price to recovery allowed revenue is analyzed.The researches mentioned above can provide theoretical support for the design of transmission price structure,the selection and evaluation of pricing mechanism in China under the power spot market environment.Through the coordination of transmission price and power spot market price,the fairness of transmission costs allocation and efficiency of competition in the spot market can be improved.
