Amid the accelerated evolution of sci-tech revolution and industrial transformation,the concept and practice of international engineering education governance witness continuous iterative innovation,making China become a leader and pioneer in the reform and innovation of global Emerging Engineering Education(3E).The systematic and in-depth promotion of 3E is a complex governance issue that requires the synergy between history and contemporary,international and domestic environment,internal and external education,etc.At present,how to promote the modernization of the governance system and capacity of 3E has become a hot spot for many scholars.This dissertation focuses on the contemporary topic of modernizing the governance system and capacity of 3E,and it is based on the current conditions and key issues of 3E governance to introduce the theories of modern governance to 3E research.By referring to the theories of novel public service(administration),popularization of higher education,and the laws of internal and external relations for education,it probes into the qualitative research method of grounded theory and the quantitative research method of questionnaire survey for systematic inspection of the theories and practices regarding the global engineering education reforms,which are in all dimensions,consider all factors and are throughout the whole process.On top of that,by analyzing the basic value structures of 3E governance and its main systems,it proposed the basic dimensions and standards for dividing the governance systems of3 E around the world.On this basis,by the analysis of macro and meso-level theories from qualitative research and case studies from quantitative research,we have constructed an optimized model and basic framework of 3E governance in the future.The main work content and conclusions are as follows.1.The driving force for the modernization of the governance system and capacity of 3E is explored and the basic framework of 3E governance is constructed.Through the in-depth interviews and based on the grounded theory,this dissertation constructed the development model of 3E governance from the bottom up and pointed out the modernization of governance system and capacity of 3E is promoted by the types and features of its value structure,governance subject and governance system.In addition,this model clarifies the driven force of 3E governance and provides a theoretical framework for the construction of future governance model of 3E.The basic framework of 3E governance is the boundary arrangement at the structural level,and the system is the collection and reflection of its functions.The two ultimately exert their governance effectiveness through the governance mode.2.The content and form of 3E are defined and its theoretical model and value structure are constructed.We believed that the 3E standardize the engineering education,proposing solutions to theoretical puzzles as its connotation and content are more important than its name and time.It is clear that the value structure of 3E governance is a meaning system and a meta-problem.With the ?cooperation with the future? as its core,it attempts to solve the theoretical issues.Furthermore,it points out the ultimate goal,internal and external interactions of the 3E governance.3.The framework for developing ?a Community for 3E Governance? is put forward and an interaction model for governance featuring multiple co-governance,collaboration and interactions by the main body of 3E is established.In order to solve the practical issues in the 3E governance,the 3E gives a clear definition of the main body system of 3E governance,including the government,universities(teachers,students),social forces(enterprises)and so on,as well as their roles and code of conduct.On this basis,an interaction model for 3E governance featuring multiple co-governance,collaboration and interactions is established.4.The standard on the classification of ?Global 3E Governance System? is put forward and the international status and creative characteristics of China's 3E governance system are clarified.Since the ?Emerging Engineering Education Movements?,which are substantially equivalent to 3E in essence,have taken place in global,we put forward four dimensional standards for dividing the 3E governance system,including value concept,training mode,governance mechanism and efficiency.In view of this,we have systematically defined the type and characteristics of China's 3E governance system,which is one of the four systems of 3E governance in the world.5.The key governance elements of teaching and learning activities in the 3E are defined and the 3E governance mode which led by the government,innovated by independent science and technology and education,driven by industry and featured by Chinese characteristics is established.By constructing a series models of feature selection,including information gain,symmetrical uncertainty,information gain ratio,chi square test and linear support vector machine,we found out the professionalism of the teachers of 3E are motivated by the feeling of patriotism and the cultivation of the talents for 3E are based on the ethics and constructed the governance model of 3E featuring Chinese characteristics,which led by the government,innovated by independent science and technology and education,driven by industry and is subjected to a mechanism called ?Three Five Four Two? plan,which three refers to the cooperation among government,universities and society,five to the advanced concept,structure,mode,system and quality,four to style,standard,plan,theory with Chinese characteristics and two to external and internal communities for 3E governance.In theory,the above research has clarified the driving force for modernizing the governance system and capacity of 3E,and provided a basic dimension and theoretical framework for the construction of the 3E governance model in the future;in practice,it has laid the foundation and blazed the path for the optimization of the3 E governance mode.
