By combing the participation process of the major Islamic countries in the theoretical construction and the concrete practice of global governance,this paper is proposed to address the following issues: First,whether Islamic factors are the constraints of Islamic countries' participation in global governance,and to what extent Islamic value systems can adapt the prevailing global governance concepts.Second,what has changed in the role of Islamic countries and the Islamic world in global governance,and what are the reasons.Third,what is the degree of participation of Islamic countries represented by Saudi Arabia and Turkey in global governance,and what is the motivation and constraint.Fourth,can we see Islamic countries or the Islamic world as an integral force in global governance,and how well these countries coordinate and cooperate.Fifth,how can these countries take advantage of global and regional multi-layered mechanisms in the practice of Islamic powers in global governance?Through the discussion of these issues,the article believes:first,although global governance emerged as an important term in the 20 th century and used to explain today's problems,its values can be traced back to distant historical periods.The concept of humanity and governance values in the Islamic civilized value system and global governance display the agreement on some kinds of logic and spirit.The theory of global governance and the traditional political culture of Islamic countries can serve as the dual basis for their active participation in global governance.Second,in the background of the changing of current global governance system,the emerging powers of governance and propositions have remarkable growth,the situation of the Islamic world in global governance is also undergoing a transition from passive involvement to active participation.Although the scope and extent of participation are still very limited overall,the major Islamic countries have the ability to participate in global governance,and their role in global governance practices has become more and more important.Third,the participation of Islamic countries in global governance still faces problems from both inside and outside.First that is the imbalance and injustice of the existing global governance structure.At the national level,developing countries including Islamic countries are still difficult to have effective participation in global governance.And second,due to the inadequacy of these countries' own governance capabilities,they are confined in the scope and extent of their participation in global governance.Fourth,Islamic countries and China have common aspirations and great common interests in the reform and governance practices of the global governance system,and can become an important partner and a powerful force for China to promote the transformation of the global governance system.
