Research On The Change Of Corruption Governance System In China Since The Reform And Opening-up

The Communist Party of China has attached great importance to corruption governance since the reform and opening up.Focusing on the central issue that how to do a good job in anti-corruption construction under the long-term ruling conditions,the Communist Party has gradually explored a way of corruption governance in line with China's national conditions,and initially formed a corruption governance system with Chinese characteristics.Reviewing and summarizing the course and experience of the reform of corruption governance system since the reform and opening up,and grasping the new tasks and new requirements of the reform and improvement of corruption governance system in the new era are of great significance to the thorough implementation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the spirit of the Nineteenth National Congress of the Party,and it is of great significance to unswervingly promote the comprehensive and in-depth development of the Communist Party from seeing party self-governance exercised fully and with rigor.This paper takes the change of corruption governance system in China since the reform and opening up as the research object,and constructs a theoretical analysis framework of the change of corruption governance system based on the theory of new institutionalism politics.The theoretical analysis framework includes two dimensions:vertical diachronic analysis and horizontal factor analysis.Based on the theoretical analysis framework,this paper analyses the evolution of corruption governance system in China since the reform and opening up,dividing the process of the change of corruption governance system in China since the reform and opening up into three stages: the recovery and reconstruction stage from 1978 to 1992,the adaptive reform stage from 1992 to 2002,the deepening reform stage from 2002 to 2012,and the comprehensive and coordinated deepening reform stage from 2012 to today.The analysis in each diachronic period is based on the horizontal elements,which are discussed from three aspects: institutional environment,institutional demand and institutional supply.Institutional environment mainly includes international and domestic environment.Institutional demand is mainly from the perspective of the governance task put forward by corruption situation to corruption governance system.Institutional supply includes the guiding ideology of corruption governance,organizational system and specific institutional normative supply.After the analysis of the historical evolution,we use the system analysis paradigm to make a theoretical perspective on the changes of the corruption governance system in China since the reform and opening up,and explore the corruption in China since the reform and opening up from the five logical lines of the overall trend,motivation analysis,actor analysis,change mode and path dependence of the corruption governance system change.After a thorough analysis of diachronic evolution and logic of change,thispaper summarizes and summarizes the characteristics,basic experience and existing problems of the corruption governance system change in China since the reform and opening up.Finally,this papaer puts forward the basic path of reform and improvement of corruption governance system in the new era from three aspects of strategy,tactic and basic focus points.Concretely speaking,the article consists of five chapters:The chapter one is to construct a theoretical analysis framework of corruption governance system change.On the basis of explaining the concepts of corruption,corruption governance,system and mechanism,it clearly defines the basic connotation,basic functions and main modes of corruption governance system in the world.Then,based on the three main theoretical support points of the new institutionalism politics,the theoretical analysis framework of corruption governance system change is constructed,which mainly includes two parts: horizontal diachronic analysis dimension and vertical factor analysis dimension.Chapter two divides the historical evolution of corruption governance system into four key points: the Third Plenary Session of the Eleventh Central Committee and the Fourteenth Plenary Session of the Eleventh Central Committee which establish the goal of market economy system reform,the building of a well-off society in the new century,and the Eighteenth National Congress which marks the beginning of a new era.According to the official expression discourse system and current stage and name division research of the corruption governance system,this paper divides the process of the corruption governance system change in China since the reform and opening up into three stages:the recovery and reconstruction stage from 1978 to 1992,the adaptive reform stage from 1992 to 2002,the deepening reform stage from 2002 to 2012,and the comprehensive and coordinated deepening reform stage from 2012 to today.The political ecological environment,the situation of corruption development and the system of corruption governance in each stage are discussed separately.Chapter three is mainly based on the theoretical paradigm of institutional analysis to make a theoretical perspective on the change of corruption governance system.It explores the internal logic of corruption governance system change in China since the reform and opening up from five logical lines: the overall trend,motivation analysis,actor analysis,change mode and path dependence.Chapter four summarizes and analyses the basic experience,main characteristics and existing problems of the corruption governance system in China based on the 40 years of reform and opening up and the internal logic of the change.Chapter five,on the basis of the above four chapters,puts forward the basic path for the development and improvement of the corruption governance system in new era in China from the strategy,tactic and basic focus points.
