Research On The "Internet + Government Services" Ecosystem From The Perspective Of Whole Government

Government digital transformation is a hot field of public management,and"Internet+government services" is the frontier subject and vivid practice of China's government digital transformation in the field of government services.Xi Jinping said at the 36th group study session of the Political Bureau of the CP.C Central Committee on Oct.9,2016," With the development of the Internet,especially mobile Internet,the social governance model is shifting from one-way management to two-way interaction,from offline to online and offline integration,and from simple government supervision to more emphasis on social collaborative governance.We need to have a deep understanding of the role of the Internet in national management and social governance.We need to promote e-government and the building of new smart cities,and promote technology,business and data convergence,so as to achieve collaborative management and services across levels,regions,systems,departments and businesses." Against the background of deepening the reform of administrative system and the vigorous development of network information technology,China's reform of "Internet+government services" has broad prospects for development.It has become an important measure to build a services-oriented government that the people are satisfied with,and a key link to promote the modernization of national governance system and governance capacity.Therefore,rooted in the reform practice of"Internet+government services",it has strong theoretical and practical significance to systematically explore the logical connotation,evolution mechanism and development path of "Internet+government services".This study takes "Internet+government services" in a broad sense as the research object.In the broad sense,"Internet+government services" is an important manifestation of informationization in promoting the modernization of national governance system and governance capacity in the field of government services.It emphasizes that government adhere to the value orientation of "people's satisfaction",through changing government functions,optimizing service mode,improving operation mechanism,innovating administrative means,relying on the "combination of online and offline" channels such as the integrated online government service platform and entity government hall,to provide more high-quality,efficient,convenient,open and transparent government services to businesses and the public,so as to meet the people's growing needs for a better life in the field of government services.Namely,from the perspective of administrative system reform,by using network information technology,"Internet+government services" in a broad sense is a comprehensive project and reform centering on building a service-oriented government that people are satisfied with,which is characterized by systematization and dynamics.And it is obviously ecological.The main line of this research is to construct the "Internet+government services"ecosystem from the perspective of the Whole of Government,according to the idea of"two theories,one model,and gradually concrete".The thesis is divided into seven chapters:Firstly,the coupling relationship between the Whole of Government theory and the ecosystem theory and "Internet+government service" is explained to lay a theoretical foundation for the follow-up research.Furthermore,it explores the ecosystem form and evolutionary mechanism of "Internet+government services" and constructs the ecosystem model of "Internet+government services" from the perspective of the Whole of Government.Then,on the basis of the model,the evolution logic of ecosystem,namely maturity level,is further analyzed,and the trend of ecological evolution is verified.Furthermore,on the basis of determining the evolution stage of the model,namely the maturity level,further concrete research is conducted to obtain the concrete form of the total elements of the ecosystem of"Internet+government service" from the perspective of the Whole of Government.Finally,the practical enlightenment based on model is proposed.This study bases on national conditions,under the background of more emphasis on reform practice,mainly aims at the lack of academic research on the total factor association model and maturity level model in the research of "Internet+government services",and the lack of academic research on ecological thinking in promoting the reform of "Internet+government services".Three results with theoretical and practical significance have been formed through the research:First,it explores a theoretical research perspective.Closely combined with the characteristics of "Internet+government services" and through cross-boundary research thinking,the ecosystem theory is implanted into the research process,which is a major innovation in the research perspective of this paper.Under the background that the inherent characteristics of the ecological perspective are consistent with the era review of "Internet+government services",this paper proposes to use the concepts,space-time structure,symbiosis and co-evolution theories of ecosystem views and methods to assist in in-depth analysis of the connotation,maturity level and optimization path of "Internet+government services".It not only helps to promote the in-depth research of "Internet+government services",but also broadens the thinking width of the research on the digital transformation of government services.Second,it extends the research on the theoretical model of "Internet+government services".Completed the modeling of the "Internet+government services" ecosystem from the perspective of Whole of Government,and clarified the evolution stage of the model,namely the maturity level.First of all,the basic form of the ecosystem of"Internet+government services" is analyzed through in-depth analysis of ecological factors,ecological structure,symbiosis and co-evolution mechanism,as well as goals,features and functions;Through the formation of the Whole of Government best practice model from the perspective of China's administrative system reform,the dynamic mechanism and evolution trend of the model,policy integration,structure integration,culture integration,information integration,are analyzed.Namely,taking the Whole of Government best practice model from the perspective of China's administrative system reform as the driving mechanism of the research,and taking the ecosystem theory as the methodology of the model construction,the ecosystem model of "Internet+government services" from the perspective of the Whole of Government is proposed,explaining the logical connotation and evolutionary mechanism of"Internet+government services".Secondly,with the help of ecological niche difference and Capability Maturity Model(CMM),the ecological evolution stage is matched with the model maturity level,and the evolution logic of ecosystem evolution,namely maturity level,is further analyzed.At the same time,the ecological evolution trend is verified based on the Survey and Evaluation Report on online Government Services Capability of Provincial Governments released by Party School of the Central Committee of CP.C(National Academy of Governance)for five consecutive years and the analysis of three typical construction cases.It provides theoretical support for a systematic and developing view of the reform of"Internet+government services".Third,it enriches the methods and tools for the in-depth development of"Internet+government services".It forms a concrete form of the total factors of"Internet+government services" ecosystem model from the perspective of Whole of Government,which is an innovative exploration of applying academic models to guide the practice.Advancing the reform of "Internet+government services" is a major decision and plan made by the CP.C Central Committee and the State Council.It is also the focus of this study to combine theoretical research results with guiding practice to enrich the methods and tools for the in-depth development of"Internet+government services".Based on the model construction and the analysis of the evolution stage,namely the maturity level,from the perspective of government supply side,by using NVivo,qualitative research was carried out on 11 policy texts that were retrieved and screened to guide the overall construction of e-government and "Internet+government services",and concrete analysis was completed in the first and second stages of the model.From the perspective of public demand,by using SPSS and LISREL,combined with Technology Acceptance Model(TAM),the structural equation method was used to construct the "Internet+government services"public acceptance model,and the concrete analysis of the third stage of the Model was completed.The research on the figurative form of the two-dimensional model of"supply side+demand side" and "static integrity+dynamic development" provides a method tool for the in-depth development of "Internet+government services" in China.On this basis,the paper puts forward the in-depth development countermeasures and suggestions of "Internet+government services",which takes "people's satisfaction" as its value orientation,"ecological thinking" as its basic compliance,and"environmental factor" as its foundation.
