| Currently,the world is undergoing great changes that is unseen in the century.With the deepening of globalization,the world gradually becomes a closely entwined community with shared destiny.But meanwhile,as“anti-globalization”gains momentum,mounting conservationism and populism are facing the world.Global governance,requiring more justice and rationality,is confronted with challenges in governance deficit,trust deficit,peace deficit and development deficit.In such context,humanity should proceed to enhance international cooperation,join hands to cope with issues and challenges in all manifestations,and concertedly push forward the construction of a community with shared destiny.In this connection,new values are needed.As the socialism with Chinese characteristics ushers into the new era,China,having stood up and been rich,strides into a great journey to be strong.China needs to constantly innovate international discourse system,upgrade its international discourse to adapt to the new tasks within the new journey in the new era.To this end,new values are of urgent needs to prop China up.Against this backdrop,on September 28,2015,bearing the big pictures both the domestically and internationally in mind,in his statement at the general debates in the 70th session of UN General Assembly,Chinese President Xi Jinping proposed,“Peace,development,justice,fairness,democracy and freedom are the human's common value,”which is significant both theoretically and realistically.The proposal of the human's common value is firmly and profoundly built on theories and realities.Theoretically,the human's common value have three sources.First is internationalism in Marxism,the root theoretical source deciding the Marxism theoretical property of the human's common value;Second is the ideal of“The Society of Great Harmony”in traditional Chinese culture,the fundamental soil breeding the human's common value and demonstrating Chinese wisdom and China's position in the human's common value;Third is the Cosmopolitanism theory in western culture,forming the positive factors of the human's common value and indicating theirs significances to the world.Realistically,the human's common value have three foundations.First is the effective functioning of the UN after World War?.To-date,the UN has worked for over seven decades.Although various issues arise and remain within the years,some principles,mechanisms and measures basically endorsed by the international community have taken shape;Second is the major country diplomacy with Chinese characteristics.Since a country's diplomacy philosophy is in unity with its practice,without the practice on major country diplomacy with Chinese characteristics,the human's common value would not be proposed,spread and recognized;Third is the current development form of human society,the realistic condition for the generation,proposal,development and recognition of the human's common value.The human's common value is basically positioned to be the value foundations of building the community with shared destiny for humanity.Without the community with shared destiny for humanity,the human's common value would not exist.Hence,it is undesirable to separate the human's common value from the community with shared destiny for humanity and discuss it in the board sense,for the community with shared destiny for humanity provides value entities to and defines time boundaries of the human's common value.As the value foundation of building the community with shared destiny for humanity,the human's common value furnishes the community with shared destiny for humanity with new value direction;In the meantime,the human's common value significantly ensures and,in terms of morality and justice,conclusively proves the building of the community with shared destiny for humanity,giving impetus to weather the challenges in building the community with shared destiny for humanity.The theoretical profoundness of the human's common value is mainly evident in its content,feature and function.As far as content is concerned,“Peace,development,fairness,justice,democracy and freedom”is the main content of the human's common value,which can be classified into three levels--“Peace and development”is the survival values for humanity,“Fairness and justice”the social values for humanity,and“Democracy and freedom”the political values for humanity.The three levels are conditions for and integrated with each other.Of particular note,the content of the six words is theoretically brand-new beyond the values of Western-centrism.Though literally identical with the western counterparts,the content is not a copy of the western concepts.Secondly,the human's common value features compatibility,openness and joint construction propelling in line with the time.Thirdly,the human's common value functions as value cohesions in current global governance,which steers the values on which countries act to safeguard global governance system,solve the difficulties and get out of the plight in global governance.The human's common value are significant in such multiple theories as philosophy,politics,ideological and political pedagogy and so on.The human's common value carries such profound physiological implications as dialectical materialism,historical materialism,philosophy of value and so on;rich political implications,like interpretation from various perspectives,e.g.origins and forms of state,state interests,state safety,international landscape,global governance and so on;ideologically and politically pedagogic implications,which connotes such basic domains as the basic contradictions,educational content,ideas and behaviors of ideological and political pedagogy.The relationship between core socialist values and the human's common value is dialectally united.Both show the dialectal unity between necessity and chance,guidance by one and development of the others,as well as adherence to Chinese characteristics and quest for the significance to the world.Core socialist values stick to Chinese paths,Chinese plans,Chinese wisdom and Chinese characteristics,while the common values for all humanity quests the significance to the world,so both complement each other.In essence,the human's common value differ from the“Universal Value”in the West,for their bases of human nature,theoretical properties and practical results are different.The common values for all humanity need to raise their international recognition.To this end,analysis in three aspects,namely entity analysis,influential factor analysis and raised path analysis,should be made earnestly.With references to entities,China shall treat entities that demand international recognition in the human's common value as equals,classify the genres of entities in proper manners,and phase in the entities from the easy to the difficult;As for influential factors,the international recognition of the human's common value is affected by the in-depth changes in international landscape,the mounting“anti-globalization”in the west,zero-sum game,cold war mindset and other conventional perceptions.To those factors,China should proactively propel the recognition of the objectivity of the common values for all humanity in international spread,the truth of the common values for all humanity in in-depth engagement in global governance and the rationality of the common values for all humanity in enduring promotion of the mutually beneficial and cooperative“Belt and Road Initiative”. |
