Research On The Hu Jintao’s Overall Layout Of The Cause Of Socialism With Chinese Characteristics

Ever since the reform and opening-up,China has attracted the world’s attention to its achievements in both economic and social aspects.Entering the 21^stcentury,the construction of socialism with Chinese characteristics presents a series of new characteristics.From the overall situation of the world,the Communist Party of China has gathered that China’s development is still in a period full of strategic opportunities.Under the circumstance that the society has reached the initial level of well-off society,the Communist Party of China has established the goal of building an all-round prosperous society.Since the 16^thNational Congress of the Communist Party of China,under the guidance of the scientific outlook of development,the overall layout of the socialist cause with Chinese characteristics has evolved from a trinity to a five-in-one system,enriching and developing the theoretical system of socialism with Chinese characteristics,which lead to great success in economic and social development.Thus the people’s confidence in the theory,the institution and road to develop socialism with Chinese characteristics has been greatly enhanced and the international image of China has been great upgraded,with its development being described as“China model”and“Beijing consensus”by foreign media and commentators.Therefore,a careful study on the the development and practice of overall layout of socialism with Chinese characteristics proposed by Hu Jintao（hereafter referred to as Hu Jintao’s Layout）is conducive to a deeper understanding of the experience gained from the development of socialism with Chinese characteristics so that it could provide great reference for future development.From an international perspective,peace and development remain the theme of the times,but due to the existence of unjust and irrational aspects in the international order,the uncertain factors affecting world peace and development are increasing.The accelerated globalization,more fierce international competition and entry into the WTO,provide us with both great impetus and challenges.Viewed from inside China,social development has presented new characteristics during the leadership of the Party Central Committee with Hu Jintao as the general secretary:the society is still at the primary stage of socialism endeavoring to build an all-round prosperous society;the first 20 years of the 21^stcentury is a historic period full of strategic opportunities for the development of the country;and social frictions and contradictions are becoming prominent.Hu Jintao’s Layout has developed from rich theoretical sources.First,it originates from the general conditions for the birth of a new theory.Second,it develops from the systemic thinking of Marxism.Third,it is derived from Marxist thought of social harmony and ecological civilization.Fourth,this idea is derived from the thought of social harmony and ecological civilization deeply rooted in Chinese traditional culture.Fifth,it embraces the concept of sustainable development in the West.This paper presents and discusses the content of Hu Jintao’s Layout.Firstly,it examines the thoughts concerning economic construction,political construction,cultural construction,social construction and ecological civilization construction through meticulous study of the all the documents issued within the period between the 16^thParty Congress and the 18^thParty Congress and the talks delivered by Hu Jintao.Secondly,it expounds the internal logic of the five-in-one system,pointing out that the economic construction serves as the fundamental goal,political construction as the guarantee,cultural construction as the soul,social construction as the condition,and ecological civilization construction as the foundation.In one word,the five-in-one system is a systematic,dialectical,people-oriented and feasible framework.This paper also discusses the achievements China has made within the framework of Hu Jintao’s Layout.During the leadership of the Party Central Committee with Hu Jintao as the general secretary,China has captured the world’s attention with its great success in economic development.In the meantime,industrial restructuring,regional policy adjustment and economic system reforms have been continuously advanced.Political construction is accelerated from the aspects of democratic construction,rule of law,and the reform of the administrative system.In terms of cultural development,the core values of socialism have been established,Marxist theoretical research and construction projects have been implemented,ideological and moral construction has been strengthened,and the socialist concept of honor and disgrace of“eight honors and eight shames”has been put forward.The reform in the cultural development has made remarkable achievements,with cultural industry being rapidly developed and established as a national pillar industry.In social development,priority is given to the improvement of people’s livelihood and the innovation in social management,where the people having gained considerable benefits from economic and social development and a new social management pattern has been established in which the government shoulder the managing responsibility with the cooperation of all sectors of the society and participation of the public.Progress has been made in ecological civilization:national functional zoning system having been erected,the goal to establish a resource-conserving and environment-friendly society having been publicized,ecological protection and environmental pollution control having been continuously forged ahead,institutions having gradually been formulated to enhance ecological civilization,and legislation having been greatly enhanced to protect the environment.Finally,the paper discusses the historical contribution and enlightenment of Hu Jintao’s Layout.It is an inheritance and development of Marxist systematic thinking,a further improvement of the theoretical system of socialism with Chinese characteristics,marking the Communist Party’s deeper understanding of the laws that govern its administration of the government,of the laws that govern the development of socialism and of the laws that govern the evolvement of human society.Hu Jintao’s Layout,or Hu Jintao’s theory,conforming to the people’s expectations,is an inevitable choice for China’s development that lays the foundation for the overall development of the country in the new era.The report of the 18^thParty Congress officially established Hu Jintao’s Layout—the five-in-one system to develop socialism with Chinese characteristics,because it is a theoretical summarization based on the achievements in socialist construction during the administration of the Party Central Committee with Hu Jintao as the general secretary.China has gained sufficient experience in adherence to the principles of CPC leadership,people’s power,sustainable development,reform and opening-up,organic unity of government regulation and market mechanism,social justice and harmonious society.In a long period of time in the future,the implementation of the five-in-one system to develop socialism with Chinese characters would be focused on the adaptation to the new normal of economic development so as to achieve healthy development,on the perseverance in anti-corruption endeavor from a strategic perspective so as to eliminate corruption,on the upgrading of the soft power of culture so as to improve people cultural confidence,on the improvement of people’s livelihood so that people could share the fruits of the reform and opening-up,and on the development of ecological civilization to satisfy the people’s expectations for better environment.
