Study On The Outsourcing Operation Model Of Taipei Sport Centers

Looking at the development of the sports center in Taipei,after the government put into the building,it has been unable to support financial management,to avoid the risk of idling sports center in Taipei to launch outsourcing business model,open private participation in the operation,because it is the first case in Taiwan,outsourcing business the process also highlights the problem of Partnership,therefore Taipei sports center outsourcing business model research,promotion of sports public service in Taipei and fitness program,with a considerable degree of practical significance and practical value.In this study,the Taipei City Sports Center outsourcing business model for the study,to Principal-Agent theory as the main theoretical basis,the use of literature,field visits and interviews with experts and other specific research methods,in-depth analysis of Taipei 12 sports centers outsourcing business model,the following conclusions:(1)In order to expand public sports service,12 sports centers in Taipei since2000,respectively," Self-Governance Articles for Outsourcing Management of Taipei City Property " and " Act for Promotion of Private Participation in Infrastructure Projects(APPIP)" OT and ROT outsourcing modes,the past 13 years has been serving more than 80 million people.There are 11 sports center adopted OT mode,while the use of ROT model is Beitou sports center.(2)OT mode using the current state of the sports center: the current contract have moved into the second phase of operation,the operating conditions are good,because the government is responsible for the construction,civil manufacturers gain direct access to the stage,so all sports centers are actively creating special courses and services,according to the comprehensive reviews,the best performance in Daan sports center.ROT mode using the status of Beitou sports center: As the pre-renovation has invested NT 69 million,the cost shall relieve the pressure through the next few years to active operations;policy and planning with the smooth operation of the 10-year master contract,and then fight renewed success,to extend the profitable duration.(3)OT mode using sports center problems: construction costs borne by the government,civil manufacturer financial pressure is small,but the sports center built by the government-led plan,the actual use of limited flexibility,resulting in waste of space,but no right to private firms changes,resulting in a negative operating impact of people receiving quality service.ROT mode using the presence of Beitou sports center issues: refurbishment period has high capital investment,focusing on the interests of the recovery operation of the direction of the project,not take into account the implementation and promotion of social welfare,such as: Implementation of yoga or dance class annual fee system,reduced or free public service time changes,affect the public interests.(4)Pool equipment and air conditioning systems at the sports center and the long-term use of chlorine erosion situation,the age of about 10 years,in the case of operating firms are unwilling to invest funds renovation,the sports center commissioned by operating year to not more than 10 years would be more appropriate to ensure that the sports center service quality and safety.(5)Zhongshan sports center outsourcing business case,the display OT model does better than the "autonomous regulations" mode,detailed contract regulations,so that the public and private sectors play a competent principal and agent,and work to provide quality public sports service.But the contract also shows that the public sector is too strong,slightly imbalance of Partnership and operation for more than 10 years after the year,will also be faced with the choice ROT mode,when no one bid the fear of crisis,the public sector and the need to consider multi-Reflection.
