The construction of the internal quality assurance institution of US-China Cross-Border Education Institute is facing the dual quality assurance institutional embeddeness pressure of US University and the Chinese local institutional environment.At the same time,the influential factor in the organizational level and individual level will also affect the construction of the internal quality assurance institution of US-China Cross-Border Education Institute.Exploring what dual embeddness pressure of the internal quality assurance that the US-China Cross-Border Education Institute is facing and what are the influential factors are very crucial in the construction of the internal quality assurance institution of the US-China Cross-Border Education Institute.Taking the document analysis and interviewing as the main methods to collect the data and categorization and pattern matching as the main method to analyze the data,this study takes the W Institute,which is established by R University in US and N University in China,as the case to explore how W institute responded to the dual institutional embeddness pressure in the perspective of quality assurance.Drawing from institutional Transplantation Theory,Transnational Transfer of Strategic Organizational Practices Model,this study aims to look for the dual institutional embeddness pressure and the influential factors in the construction of the internal quality assurance institution of the USChina Cross-Border Institute.Drawing from the perspective of Paradox Cognition and its Assimilate-Integration-Apply Path in Ambidexterity theory,this study analyzes how the US-China Cross-Border Institute forms its internal quality assurance institution under the influence of dual institutional embeddness pressure and the influential factors.This study argues that the dual institutional embeddness pressure specifically lies in three aspects.First,the function of the regulatory body of the two quality assurance institutions produces the tension.The US university's academic committees' function focus on the students' learning outcome assurance and enhancement while the joint managerial committee of the cross-border education program's function focus on the complying with the laws and rules and protecting the students' from the low quality educational program.Second,different quality standard orientations produce the tensions.The US universities adopted the individual oriented quality standards while the Chinese local institutional environment preferred the social oriented quality standards.Third,the different assessment and evaluation mechanism produces tension.Due to the different quality standards applied,the assessment and evaluation mechanism of US University prefers to evaluate the program with the individual oriented quality standards while the Chinese local institutional environment adopts the assessment and evaluation mechanism with the individual oriented quality standards.Those dual institutional embeddness pressure mentioned above are caused by the institutional distance of US and China.Apart from the dual institutional embeddness pressure,W institute renders more attention to the influential factors in the organizational level and individual level when W institute constructed its internal quality assurance institution.The quality culture of the organization from the organizational environment and the attitudinal and dependent relationship between the cross-border education program staff and the US University and the adaptive teaching ability of the seconded teachers of the US University will affect the construction of the internal quality assurance institution.Facing the dual institutional pressure and the influential factors which will affect the new adaptive internal quality assurance institution establishment,W Institute adopted three approached to achieve its goal.First,W Institute assimilated the Rutgers University internal quality assurance institution and reconciled it with the Chinese local institutional environment from the horizontal complementation and vertical complementation.Second,W Institute established the supporting organizational structure and communication mechanism to balance the efficiency and flexibilities of the organization.Finally,W Institute applied the new adaptive quality assurance institution in the close-loop quality assurance activities of US and China to improve the assimilation and integration process.Through the three approaches,W institute achieved the assimilation,integration and application process of the new quality assurance institution establishment,the new quality assurance is continuously improved and the effect of the new quality institution is achieved through the new internal quality assurance institution implementation.W institute has made a series of quality assurance institution such as the Course Plan and Double Degrees Requirements,the Faculty Policy of W institute and the Academic Administrative Regulation.Those documents institutionalized the internal quality assurance activities of W institute.The faculty and staff of W institute are getting to understand and accept those institutions through the process of faculty orientation,staff training program,students learning outcome letter and graduation examination.Through the examination of the effectiveness and efficiency of the quality assurance activities of W institute from the perspective of the accreditation and assessment of external quality assurance of US and China,the equivalent quality goal accomplishment and the goal of imporing excellent education resources,this study found out that W institute's quality assurance institutions are effective and efficient.
