With university enrollment expanding, higher education in China changes gradually from elite education to mass education, while, with the continuous economic and social development, social demand for talent is improving, but on the other hand, the rapid development of higher education at the same time, the quality of education has also revealed more deep-seated problems. In this development of the situation, the Ministry of Education for Undergraduate Education developed a series of quality management practices and documents, in this context, academic quality assurance of higher education to carry out the full range of research, are discussed from different angles many colleges and universities also conform to social trends, launched to protect the quality of teaching educational innovation activities and work. This article is in this context, the use of higher education theory as an analytical tool, the use of literature analysis, qualitative analysis and comparative analysis methods in order to carry out a full range of research from teaching process in three main, in-depth analysis of teachers, the role of students and university administrators to define, in order to effectively improve the quality of undergraduate college education.Specifically, this study is divided into five parts:the first chapter first introduces the origin and significance of the study, and then sort out the relevant literature and reviewed, and define core concepts related discrimination is proposed in this article research ideas and methods as well as innovation of this research. This article is divided into the following sections, as well as the theoretical basis of the concept of the second part of this study. Mainly defines the main terms and concepts of this study and describes the theoretical basis of undergraduate teaching quality assurance in this study is based. The third part of this article, Shanghai Ocean University selected objects for empirical analysis, conducted research and analysis methods using questionnaires, respectively, from undergraduate teaching quality investment protection; explore Shanghai Ocean University, current undergraduate teaching quality of undergraduate teaching quality guarantee system security process three status quo. The fourth part of this article is a combination of the research status quo, summary describes current issues Shanghai Ocean University, undergraduate teaching quality guarantee system currently exists, the last part of this paper, teaching resources, quality of students, teaching assessment, combined with other aspects of teaching and research, to find countermeasures to improve the teaching colleges quality.
