As a tool to achieve the equivalence and exchange of various qualifications at all levels in various countries(regions),Transnational Qualification Framework System is an important medium to achieve regional "connectivity" and an effective means to establish an educational community.As an extremely complex system engineering,it is not only related to the free development of individuals,but also related to the exchange and cooperation between countries.Its starting point and foothold are to carry out the concept of lifelong learning,and then realize the free flow of individuals in the international labor market.The Transnational Qualifications Framework system originated in the West.At present,seven regional(Transnational)qualification frameworks have been constructed,including the European Qualifications Framework,the ASEAN Qualifications Reference Framework,the Pacific Qualifications Framework,Southern African Development Community regional qualifications framework,the Caribbean Community Qualifications Framework,THE ECONOMIC COMMUNITY OF WEST AFRICAN STATES QUALIFICATIONS SYSTEMS and the Transnational qualifications framework for the virtual University for small states of the commonwealth have been constructed,and their philosophy,construction methods,management system and quality assurance have become more and more mature.Specifically,it embodies three concepts of learner-centered,Outcomes-based Education and lifelong learning;adheres to the five principles of simplicity,gradualness,participation,localization and flexibility;uses the KSCs,Bloom's Taxonomy,SOLO,Dreyfus Model and other level descriptor methods,using the best fit principle,Upward,Peer and Downward referencing,reference standards and other reference methods;shape the concept and pattern of shared interests,establish a Secondary management system,set the quality assurance principle,The formulation of quality assurance standards and guidelines and the establishment of a quality assurance reference framework have provided guidance and demonstration for the construction of transnational qualification framework system in other regions around the world.The local construction of the transnational qualification framework system is the action direction of the high-quality development of education in China.With the acceleration of the era of globalization,the speed of education international exchange and cooperation in our country is accelerating,the density is becoming smaller and smaller,and the depth is increasingly extended,and the work of mutual recognition of credits,academic qualifications and qualifications with countries(regions)around the world is becoming increasingly urgent.It is increasingly urgent to recognize each other's credits,academic qualifications and qualifications with countries(regions)all over the world.As a major country in education international exchange and cooperation,China has made some specific attempts to carry out mutual recognition of qualifications with other countries and regions in the world.First,the Chinese government has signed academic and degree diploma agreements with other countries or regions,and the second is to establish a benchmark reference.It is true that China has not yet established a regional or transnational qualification framework with other countries,nor has it established a national qualification framework.Only local qualification frameworks such as Guangdong lifelong learning qualification framework and Hong Kong qualification framework have been established.More importantly,only the Hong Kong Qualifications Framework has made an attempt to recognize qualifications with other countries or regions around the world.It is worth noting that,unlike other countries that have established national qualification frameworks,we mainly achieve mutual recognition of credits by establishing credit banks.In summary,the concepts,construction methods and management methods followed by mutual recognition of learning outcome in China are basically consistent with the prevailing paradigm in the world.The difference is that we adhere to the four basic principles of participation,gradualness,consistency and dynamics,and only set up quality assurance procedures in terms of quality assurance.Then,the understanding of the importance of qualification framework needs to be further improved,and the problems such as the lack of original theories about the qualification framework,the imperfect management and guarantee mechanism and quality assurance measures hinder the expansion of the depth and breadth of mutual recognition of learning outcome between China and other countries in the world.What's more,the Chinese approach for the construction of transnational qualification framework system emphasizes "harmony but difference" and the output of Chinese wisdom.Firstly,China should adhere to the value concept of a Community of Shared Future for Mankind,effectiveness oriented,extensive consultation,collaboration,participation,and common interests.Secondly,China should adhere to the basic principles of the combination of gradualism and openness,universality and diversity,simplicity and flexibility,pilot first and overall promotion.Thirdly,follow the main direction of strengthening top-level design,improving governance structure,introducing digital certificate,shifting to intelligent certification mode,constructing quality assurance system,Strengthening the recognition of learning outcomes,establishing and perfecting guarantee mechanism and increasing the influence of the framework,building a community of shared interests and actively promote multilateral cooperation.
