Research On The Construction Of Archives Governance Ability In China From The Perspective Of Modernization Of State Governance

After 40 years of reform and opening up,socialism with Chinese characteristics has entered a new stage of development.In order to cope with the new situation and challenges of new historical conditions and give great impetus to the development of socialism with Chinese characteristics,the Third Plenary Session of the Eighteenth Central Committee of the Communist Party of China promulgated the Decision of the Central Committee of the Communist Party of China on Several Major Issues Concerning the Comprehensive Deepening Reform,which put forward that the general objective for of the comprehensive deepening reform is to improve and develop the socialism with Chinese characteristics and modernize the country’s governance system and capacity.This makes the modernization of state governance becomes the fifth formulation of "modernization" after the modernization of industry,agriculture,national defense and science technology in the process of China’s modernization.In this context,governance capacity building with the modernization of national governance as the driving force,the reshaping of governance concepts,the transformation of governance models,the innovation of governance tools and the optimization of governance process as the means,and n ational governance,government governance and social governance as the application scenarios have become the focus of attention of academia and politics.At the same time,the development of China’s archives cause is in the critical period of transformation,facing multiple challenges such as promoting the management of archives according to law,promoting the opening of archives information,improving archives services,strengthening the management of electronic archives,and creating a team of inter-disciplinary talents.In order to better serve the modernization development strategy of national governance and more effectively respond to the challenges facing the transformation of archival undertakings,the 13 th Five-Year Plan Outline for the Development of National Archive has established the guiding ideology of "speeding up the improvement of the archival governance system and enhancin g the ability of archival governance".This provides a new way of thinking for the development of China’s archives in the new era as well as puts forward new requirements.How to better play the supporting role of archives work in the modernization of nati onal governance by building the capacity of archives governance has become an important issue that needs in-depth consideration.However,from the current retrieval situation,the research on the capacity-building of archives governance has not been carried out,and the understanding of the basic issues of the concept,content,mode and strategy of the capacity-building of archives governance is not in-depth,which is not conducive to the practice of the capacity-building of archives governance.For this re ason,according to the research idea of "putting forward problems-analyzing problems-solving problems",this paper studies the capacity building of archives governance in China from the perspective of modernization of national governance,to clarifying the focus and direction of the capacity building of archives governance,and providing theoretical support for improving the capacity of archives governance.The full text is divided into seven chapters:Chapter 1,Introduction.In order to clarify the er a situation,realistic requirements,the overall ideas and innovations of the research on the capacity-building of archives governance in China from the perspective of modernization of national governance,this chapter firstly analysed the background and significance,the current situation and problems of the research on the capacitybuilding of archives governance in China;secondly,discussed the main subjects adopted by the research on the capacity-building of archives governance in China from the perspective of modernization of national governance and explained the methods and the basic ideas of the research.Finally,refined the innovative points of this paper by summarizing the core content of the full text.Chapter 2,the core concepts and theoretical basis.The study on the construction of archives governance capacity in China from the perspective of national governance modernization is a brand-new subject.In order to consolidate the foundation of this study,this chapter defines the core conce pts of the modernization of national governance,archives governance,archives governance capacity and archives governance capacity-building,and explains the topics from three aspects: Governance Theory,New Institutionalism Theory and Stakeholder Theory.Chapter 3,Evolution and transformation challenges of archives governance capacity building in China.In order to better understand the historical background of archives governance capacity building in China,this chapter focuses on the process and chall enges of the transformation from archives governance capacity building to archives governance capacity building in China since the founding of the People’s Republic of China.The transformation process and content analysis include five historical stages: the period of government regulation,the period of government dismantling,the period of traditional administration,the period of modern public administration and the period of state administration.Also,the obstacle and challenge of the transformation are analyzed from five dimensions: management system challenge,power structure challenge,system relationship challenge,operation mech anism adjustment and policy guarantee challenge.Chapter 4,Foundation,predicament and motive force of capacity building of archives governance in China.Archives governance capacity building is a systematic project.We need to clearly understand the existing foundation of our country’s archives governance capacity building,grasp the realistic predicament and driving factors of our country’s arc hives governance capacity building,and clarify the realistic basis of our country’s archives governance construction.For this reason,this chapter focuses on the analysis of the realistic foundation,existing difficulties and development impetus of the c apacity-building of archives governance in China,in order to better understand the actual situation of the capacity-building of archives governance and to provide solid support for the scientific formulation of archives governance capacity-building strategy.Chapter 5,the content system construction of archives governance capacity building in China.Constructing the content system of archives governance capacity-building will help to clarify the focus and direction of archives governance capacity-building and improve the feasibility of archives governance capacity-building promotion strategy.Based on the analysis of the internal logic and the main basis of the content system construction of the archives governance capacity building in China,and combinin g with the historical practice,the main functions,the interest demands,the main process of the archives governance capacity building and the results of expert interviews,this chapter finally determines the content system of construction of the archives governance capacity which consist of archives public service capacity-building,archives business capacity-building,overall planning and organizational capacity-building,social participation capacity-building,supervision and governance capacity-building,response capacity-building.Chapter 6,the strategy of promoting the capacity building of archives governance in China.In order to promote the important transformation from theoretical research to practice of archives governance capacity building,it is necessary to formulate the implementation strategy which is in line with China’s national conditions and has practical value.This chapter puts forward specific strategies for capacity-building of archives governance from the aspects of system capacity-building as a whole frame,archives public service capacitybuilding as a guide,archives business capacity-building as a core,overall planning and organizational capacity-building as a key point,social participation capacity-building as a breakthrough,supervision capacity-building as a lever,and response capacity-building as a growth point,in order to promote the effective implementation of archives governance capacity building.Chapter 7,summary and prospect.This chapter summarizes the contents of the research on the capacity-building of archives governance in China from the perspective of modernization of national governance,analyses and studies the existing limitations,explores and prospects the further research on the capacity-building of archives governance.
