| Rural water infrastructure construction is the important measure to strengthen the rural infrastructure construction and promote the construction of new countryside. Rural water conservancy facilities are directly related to the superiority of agricultural production conditions, which are the foundation and premise of society's existence and development. However, only in the collective economic times, farmland water conservancy construction in our country achieved excellent achievement, and provided the basis to high-speed agricultural growth in the beginning of reform. So far, rural water infrastructure conservancy is far behind the needs of agricultural development, water resources use has become the key factor of agricultural development, especially it has become the primary factor to constraint the grain production. Therefore, under this kind of circumstance, how to solve the lack of funds of rural water infrastructure construction and an effective utilization of government financial capital are becoming more important.The PPP model can solve the bottleneck of insufficient funds for the government to develop public utilities, can more flexible operate through market mechanism to social resource configuration optimization, and is an infrastructure construction method with more social benefits. But if that is used improperly, it can also bring damage to governments, public and private and cause public or private internecine situation. How to efficiently provide public services, and at the same time it can not only guarantee public products'public property, but also guarantee that the private organizations can gain profit from it so that the project overall efficiency performance is optimal, and this becomes the problem faced by the application of PPP models at present.This paper adopted the research idea of the combination of theory and practice, qualitative and quantitative, and analyzed the feasibility and application of PPP models in rural water infrastructure. The paper used some research methods, such as literature study, questionnaire investigation, statistics analysis and case study to make sustainability assessment according to the adoption of PPP models of rural water infrastructure projects, which not only need to make an impact assessment to the project in economic, social and environmental factors, should also consider the government and private investment interests. The degree of participation between the government and private investors is different; the sustainability of project behaves differently; sector investment benefit between governments and the private presents difference. Thus, the paper determines the PPP models project sustainability benefit value from the angle of investment proportion between public investment and private investment, thus obtains optimal investment ratio between the public sector and the private sector in PPP models project, and determine the PPP models'organization model and realize efficiency performance optimum of PPP models project.Through the above research content, this paper obtains some research achievements as follows: making clear definition for rural water infrastructure, the connotation and characteristics of PPP models; Constructing sustainability evaluation index system of the rural water conservancy facilities project; With sustainability evaluation index, using evaluation theory based on the total benefits of project, and the influence of the investment ratio between public investment and private investment in PPP models to the project benefit to establish PPP models'evaluation model;According to this model, the difference of investment ratio between the public sector and the private sector investment has different influence to the project benefit, which can be used to get the optimal investment ratio of public and private investment, so as to determine the PPP models'organization model; Finally, taking Chongqing Changzhou area as an example to make an empirical study of rural water infrastructure construction project. |
