The Nineteenth National Congress of the Communist Party of China further summarized the development stage of our country,pointing out that our country has entered a new era of socialism with Chinese characteristics.Entering a new era,China's economy has changed from a stage of high-speed growth to a stage of high-quality development.In this case,we need to make a brand new development plan and strategic objectives from a new starting point,so as to achieve development of higher quality,more efficient,fairer and more sustainable.Regional coordination is the focus of social concern.As a buffer zone between the four major plates,the central China has been the main benefit area of China's various strategies in recent years,which also be an important undertaking area for the continuous development of China's economy and a key core area for the construction of a modern economic system,which is related to the overall situation of regional coordinated developmen,together with many imbalances,inadequacies and unsustainable development problems,it is very important and necessary to discuss the development of the central China.To achieve balanced development and full development,it is necessary to clarify the internal mechanism of regional economic growth.The historical experience of China's regional economic growth shows that the regional development strategy has an important impact on the rise and fall of the region.Taking this as the background,this dissertation first measures the imbalance of regional economic development,and selects TCI and four regional development strategies to investigate their impact on regional economic growth.Then select the spatial and temporal perspective to investigate the impact of regional development strategy on economic growth in central China.Finally,the industrial park policy is selected to further investigate the impact of regional development strategy on economic growth from the micro level.This dissertation includes seven chapters.The first chapter is the introduction,including the research background,research significance,literature review and research ideas.The second chapter is the theoretical basis and analytical framework of this dissertation.On the basis of defining the core concepts,this dissertation sorts out the relevant theoretical basis and constructs the analytical framework.The third chapter examines the impact of national development strategy on regional economic imbalance.This dissertation first selects indicators such as theil index and gini coefficient to measure and visually display the regional economic development differences among provinces,cities and counties in central China,then selects the TCI index and four development strategies,then investigates their influences on regional economic growth.The fourth chapter highlights the influence of regional development strategy on the evolution of spatial pattern of economic development in central China.The convergence or divergence of economic growth in the central China is demonstrated by combining the population-weighted variation coefficient,ESDA technology and spatial econometric model,and then the mechanism of action is analyzed with the help of spatial Durbin model.In chapter five,the psm-did model is selected to investigate the influence of Two Comparative Implementation Policies on the rise of the middle region.Chapter six takes the industrial park policy as an example to investigate the impact of government intervention agglomeration formed by government regional policy and industrial policy on the economic growth of the central China.The seventh chapter is the conclusion and the policy enlightenment part,at the same time,the innovation and shortcomings of this dissertation are sorted out,and then the further research direction of this dissertation is prospected.The conclusions of this dissertation are as follows:Firstly,the TCI index has a positive effect on regional economic growth,but it is not statistically significant.The eastern region takes the lead in the development strategy,which makes the economic level of the eastern region significantly higher than that of other regions.The implementation of the western development strategy,the revitalization of northeast China and the rise of central China strategy has promoted the improvement of the economic level,but it also has widened the gap between the average economic level of the region and that of other regions(including the east).That is,there is no absolute convergence among regions.Secondly,during the investigation period(2000-2016),the cluster areas in the central China mostly contracted or expanded on the basis of the original cluster areas.The difference is that in 2016,the economic aggregation situation was obviously intensified,and the gap between regions increased slightly compared with the beginning of the inspection period,indicating that some regions have witnessed rapid growth.However,economic agglomeration may bring about growth limitations of “beggar-thy-neighbour”.At the same time,in the factor analysis of the spatial evolution pattern of economic geography,there are also phenomena of low efficiency of factor utilization and unreasonable factor structure.At the same time,in the factor analysis of the evolution pattern of economic geographic space,there are also the phenomena of low efficiency of factor utilization and unreasonable factor structure.The establishment of “three bases and one hub” status in the strategy of the rise of the central China has enhanced the impact on the economic development level of the central China.Thirdly,the implementation of the strategy of “according to revitalizing northeast China” has made the economic scale of the treated cities significantly higher than that of the control group,but it has not played a significant role in economic transformation and quality and efficiency enhancement.At the same time,influenced by the financial crisis and the cost of time,the “according to revitalizing northeast China” policy only had a significant effect on economic growth in 2011.Relevant documents in 2012 reiterated and emphasized the “two comparisons” policy,and it was only in 2014 that the effect of the policy was significantly enhanced.The implementation of the policy of “according to revitalizing northeast China” has promoted the basic realization of the goal of “ Three Bases and One Hub ”,which,however,also caused decline of economic scale in agricultural areas and inefficience of educational input on economic growth.The implementation of the policy of “according to the development of the west China”has neither brought some“net effects” to the improvement of county economic level,nor to the economic scale compared with the control group.The policy of “according to the development of the west China” supports the arguments of agricultural development,promotes commercial logistics,enlarges transfer payments,and strengthens credit expenditure.However,the implementation of the policy of “according to the development of the west China”increased the wages of urban workers in the treated counties(cities and districts)by 6.80% compared with those in the control group,but reduced the per capita net income of farmers by 1.98% compared with the control group.Fourthly,part of policy effect of government intervention on agglomeration.The results show that: first,passive agglomeration has a negative effect on the overall economic growth,and this negative impact may be caused by the distortion of government intervention in regional selection and enterprise preference.Second,agglomeration caused by government intervention has distinct regional heterogeneity.On the one hand,in regions with high level of economic development,passive agglomeration has a positive effect on promoting economic growth.On the other hand,government intervention is more effective in areas with a high degree of resource misallocation.Morever,compared with labor misallocation,government intervention is more effective in areas with a high degree of capital misallocation.Third,the results proved from micro data also supports the above conclusion.In addition,enterprises sited in park do have advantages over enterprises that sited outside the park in reducing resource mismatch and economic growth,but such advantages are weak.Accordingly,this dissertation puts forward relevant Suggestions in order to provide useful Suggestions for the realization of effective agglomeration of China's economy in practice,as well as new insights for the research on agglomeration.In addition,the variance of enterprise TFP is positively correlated with the economic growth in the central China,which indicates that the economic growth in the central China is more allocated to the enterprises with larger TFP,but the backward or lower TFP enterprises have a difficult in withdrawning from the market.Therefore,it is difficult to promote the resource reset in the central China,and the efficiency of resource allocation may exist a “low efficiency” trap,which makes it difficult to adjust or optimize.The purpose of this dissertation is to examine the impact of regional development strategy on regional economic growth,with emphasis on the study of the central China.Firstly,this dissertation depicts the spatial heterogeneity of regional development strategy on regional economic growth at macro level,and then chooses the regional development strategy of the central China to examine its impact on the economic growth of the central China from the dual perspectives of space and time.Finally,combining with the industrial park policy,it gives the micro-basis of the analysis of regional development strategy and the channel of the role of resource mismatch.This dissertation expands the relevant research on development strategy and economic growth,and has enlightenment significance for the central China to realize the improvement of economic quality and efficiency,high-quality development and catch-up practice.
