Research On The Influence Effect Of The Development Of The Agricultural Product Processing Industry Cluster In The County-Case Of Hubei Province

The report to the 19 th national congress of the Communist Party of China put forward the "implementation of rural revitalization strategy" for the first time,and defined the general requirements of "thriving businesses,pleasant living environment,social etiquette and civility,effective governance and prosperity".Industrial prosperity is the key point of rural revitalization.As a major form of rural industry,agricultural product processing industry connects industry and agriculture,urban and rural areas,has wide industry coverage and high industrial correlation,plays a strong role in driving farmers' employment and income growth.It is an important engine and path to promote comprehensive rural revitalization.For a long time,the agricultural product processing industry has been highly valued by the Party and the state.The "No.1 Document" of the central government has stressed "vigorously developing the agricultural product processing industry" for many years.In recent years,agricultural product processing industry cluster development is placed in a prominent position.In 2017,the "No.1 central document" pointed out that "implement the action of promoting agricultural product processing industry,guide processing enterprises to concentrate in main producing areas,competitive producing areas and industrial parks,and build food processing industry cluster in producing areas of competitive agricultural products".In 2019,the "No.1 central document" proposed to "support the main producing areas to form agricultural products processing industrial cluster relying on county regions,keep the industrial chain in county regions as much as possible,and change the pattern of selling raw materials in rural areas and processing in urban areas".The "No.1 central document" in 2021 clearly emphasized that "based on the distribution of primary processing and deep processing of featured agricultural products in county areas,construct modern agricultural industrial parks,strong towns for agricultural industry and dominant and characteristic industrial cluster".The Strategic Plan for Rural Revitalization(2018-2022)released in 2018(referred to as “the plan” hereafter)points out that agriculture and rural areas are still the weakest links in the modernization construction,which is mainly manifested by prominent environmental and ecological problems and large gap in income levels.At the same time,the "development and expansion of county economy" in the plan confirms the importance of county as the main unit of the implementation of rural revitalization.Studies at domestic and foreign have proved that the development of industrial clusters has a profound impact on regional economy,income distribution as well as ecological and environmental protection.The influence of regional agglomeration of a large number of enterprises brought about by industrial cluster development on economic growth,the influence of increasing employment positions on income distribution of urban and rural residents and income increasing of farmers' employment,and the influence of resource consumption on ecological environment are all the key issues of academic research.The above problems are also outstanding problems that need to be solved urgently in Chinese "agriculture,rural areas and farmers" field.In view of this,in our country,under the background of comprehensive implementation the rural revitalization strategy in China,this study takes Hubei province as an example,taking the county agricultural product processing industry cluster development as the breakthrough point,depicting the space-time evolution of regional agricultural product processing industry cluster in Hubei province,in order to clarify the mechanism of agricultural product processing industry cluster development at county level.This paper empirically studies the driving factors of agricultural product processing industry cluster development at county level,As well as its economic growth effect,income distribution effect,energy conservation and environmental protection effect.It is expected that this paper can provide theoretical support for promoting the development of county agricultural product processing industry cluster.Meanwhile,it provides empirical evidence for promoting rural revitalization by the development of county agricultural product processing industry cluster.This study consists of nine parts,which are briefly described as follows:The introduction part points out the background and significance of this research,expounds the research objectives and content,research methods and data,and points out the possible innovation and shortcomings.First chapter defines the core concepts such as industrial cluster,industrial concentration,regional agricultural product processing industry cluster development of regional agricultural product processing industry cluster effect of economic growth.The income distribution effect of the development of agricultural product processing industry cluster at county level,and income distribution effects of regional agricultural product processing industry cluster,the energy conservation and environmental protection effect.Energy conservation and environmental protection effect of agricultural product processing industrial cluster development at county level.Next,it introduces the new economic geography theory,location theory,economic growth theory,industrial cluster theory,income distribution theory,dual economy theory and green development basic theory.Finally,this chapter sorts out the related overseas and domestic research results.The second chapter mainly focuses on the foundation of the development of the agricultural product processing industry in Hubei province and the development achievements since the implementation of the " the four first batch".This chapter introduces the traditional measurement methods and the advantages and disadvantages of the level of industrial cluster,selects the location entropy to measure the level of agricultural product processing industry cluster in county,and analyzes the space-time evolution of county agricultural product processing industry cluster in Hubei province.It provides the core data support for the empirical research in the following part.The third chapter systematically constructs the theoretical analysis framework of the driving factors and the mechanism of the influencing effects of agricultural products processing industrial cluster development in county.It discusses the former through five dimensions,such as resource endowment,market demand,traffic conditions,financing environment and macro tax burden.It systematically explains the latter from three aspects:economic growth effect,income distribution benefit as well as energy conservation and environmental protection effect.Next,the research hypothesises of this study are proposed.In the fourth chapter,based on the data of Hubei province,the author empirically studies the factors influencing the development of agricultural production processing industrial cluster at the county level,and studies the regional heterogeneity of counties(cities and districts)with different landforms.The fifth chapter analyzes the present status and the changes of county economy in Hubei province in recent years.In addition,it makes an empirical study on the influence of the development of agricultural product processing industry cluster on the growth of county economy by using the data of Hubei province.Next,it carries on the regional heterogeneity research for different counties.The sixth chapter introduces the classical methods of measuring the income gap between urban and rural residents in the academic circle.According to the research content and data,the author chooses to use the Theil index to measure the income gap between urban and rural residents in Hubei province.Then it analyzes the current status of the overall income gap between urban and rural residents in Hubei province and its changes in recent years,empirically studies the impact of the development of agricultural product processing industrial cluster at the county level on the income gap between urban and rural residents and the income of rural residents,and carries out regional heterogeneity research for different counties.The seventh chapter analyzes the current situation of energy conservation and environmental protection level of Hubei province as a whole and at the county level as well as its changes in recent years.Based on the data of Hubei province,it makes an empirical study on the influence of the development of agricultural product processing industrial cluster at the county level on the level of energy conservation and environmental protection,and carries out regional heterogeneity research for different counties.Research conclusions and policy recommendations summarize the main conclusions of this study,and put forward targeted policy recommendations.Based on the reference of relevant research results from overseas and domestic,the research is carried out around the research objectives.The main innovation points of this study are as follows:First of all,it has constructed a theoretical framework for the development of agricultural product processing industry clusters at the county level and an analytical path to study the problems of agricultural product processing industry clusters at the county level.Secondly,using the location entropy theory and method,the level of the agricultural product processing industry clusters in the counties of Hubei Province was measured,and the formation mechanism of the agricultural product processing industry clusters in the counties of Hubei Province was summarized,and the cluster space of the agricultural product processing industries in Hubei Province was drawn using Arc GIS 10.3 software.Distribution map,in-depth analysis of its temporal and spatial evolution.Thirdly,the driving factors for the development of the county agricultural product processing industry cluster are discussed,and the empirical analysis of the development effect of the county agricultural product processing industry cluster is carried out from three levels: economic growth effect,income distribution benefit and energy saving and environmental protection effect.And conducted a regional heterogeneity study for different types of counties.Fourthly,the location entropy index is selected to measure the clustering degree of agricultural products processing industry in the county,and the Theil index is selected to measure the income gap between urban and rural residents in the county.And according to a series of test results such as F test,LM test,Hausman test,heteroscedasticity test between groups,autocorrelation test within groups,etc.,the feasible generalized least squares method(FLGS)is used for parameter estimation.Fifthly,based on the development of agricultural product processing industry clusters,organically link the development of agricultural product processing industry clusters with the revitalization of rural industries,and put forward relevant policy recommendations for accelerating the development of agricultural product processing industry clusters at the county level and effectively promoting the revitalization of rural industries.Due to the limitation of author's research ability and research data,there are still some deficiencies in this study,which need to be further discussed in the future research.It is mainly reflected in the following aspects:Firstly,research data.Due to the difficulty in collecting county data and the poor continuity of statistical data,there are differences in the year span and county coverage of research data in different chapters in this study.In addition,due to the change in the statistical caliber of the data,this paper deals with them according to the existing research results.For example,after 2014,the "rural per capita net income" is no longer be counted,while the "rural per capita disposable income" is added.In this paper,the two data are used as the same data according to the consensus of academic circles.Secondly,variable selection.Due to the influence of county data,the selection of dependent variables,independent variables and control variables in this study inevitably has certain limitations and subjectivity.And there may be other factors not included in the regression model.Thirdly,sample coverage.In this study,the county data of Hubei province were used to study the agricultural product processing industry cluster at the county level,without using the micro data of agricultural product processing industry to test the conclusions.Policy suggestions based on research conclusions of county data may have deficiencies and deviations.In future research,micro-data of agricultural product processing industry can be used for supplementary research.
