The Green Development Effect On The Fiscal Expenditure On Energy Conservation And Environmental Protection Of China

Since the reform and opening up,China's rapid economic growth has created economic miracle.However,the long-term economic growth has paid a huge resource and environmental costs,shortage of resources,environmental pollution has become increasingly problem.In this grim situation,China has put the construction of ecological civilization in a prominent strategic position,put forward the development of green,recycling,low-carbon development and the construction of beautiful China.This paper studies the green development effect of fiscal expenditure on energy conservation and environmental protection,and aims at promoting the sustainable development of economy and environment.The government has an irreplaceable responsibility for environmental protection,and energy conservation and environmental protection financial expenditure as an important source of environmental protection,environmental protection plays an integrated and regulatory role.In this paper,the green development effect of energy conservation and environmental protection fiscal expenditure is decomposed into the influence effect of economic growth and the effect of environmental pollution control.In the logical framework,the present situation of China's fiscal expenditure on energy conservation and environmental protection is analyzed,and it is found that there is a small scale,lack of stable growth,lack of clarity of central and local responsibilities,obvious regional differences and irrational internal structure.In the quantitative analysis,the data of 30 provinces and cities in China from 2007 to 2015 were used as samples,and the comprehensive index of environmental pollution in each province was measured by the entropy method.The common panel model and the space measurement model were established,and the energy saving and environmental protection The impact of fiscal expenditure on economic growth and environmental governance,the study concluded that China's economic development and environmental pollution was a significant inverted U-shaped relationship,the vast majority of China's provinces and cities at the inflection point on the left,that is,economic development and environmental Pollution should be a positive correlation,should be to promote the supply side of the structural reform as the main line,change the growth momentum,promote the transformation of the growth mode to cross the inflection point as soon as possible.The data of panel data model and spatial panel model show that there is a significant negative relationship between the fiscal expenditure on energy conservation and environmental protection on environmental pollution,which shows that fiscal expenditure on energy conservation and environmental protection has the effect of environmental management.The fiscal expenditure on energy conservation and environmental protection has significant positive relation to economic growth,Indicating that fiscal expenditure on energy conservation and environmental protection has the effect of promoting the transformation of economic development mode.The government should pay attention to the green development effect of fiscal expenditure on energy conservation and environmental protection,expand the scale of the financial expenditure of environmental protection and environmental protection,optimize the structure and improve the efficiency,and combine the other environmental protection and taxation policies to promote the green development of the economy.
