The three three provinces in Northeast China are known as "industrial cradle" of New China.The major industrial projects in three provinces in Northeast China such as steel,energy,chemical industry,heavy machinery,automobiles,shipbuilding,aircraft and military industry,have laid a solid foundation for the economic recovery and industrial system construction in the early days of the founding of New China.However,as the economic development enters the "new normal",especially the impact of the new coronavirus pneumonia in 2020,the downward pressure on the economy of the three provinces in Northeast China continues to increase.In accordance with the requirements of highquality economic development,it is necessary to take the supply side structural reform as the main line,accelerate the green development and upgrading of industry,and inject sustained impetus into economic development.The report of the 19th National Congress of the Communist Party of China also clearly pointed out that it is necessary to adhere to the harmonious coexistence of human and nature,and form a green development and lifestyle.Green development is a fundamental change of development mode and a breakthrough improvement of development quality and efficiency.The core problem to be solved here is how to use science and technology and rely on market-oriented means to promote green reform.The industrial green development in Northeast China is a systematic and complex project.Every link needs green technology as support,covering not only energy-saving and environmental protection industries,but also many strategic emerging industries.Based on this,this paper takes the industrial green development in three provinces in Northeast China as the main line of research,studies the industrial green total factor productivity,convergence and influencing factors,answers whether there is "Porter Hypothesis" between environmental regulation and scientific and technological innovation in three provinces in Northeast China,and puts forward six challenges faced by the green development of industries in three provinces in Northeast China finally put forward a targeted development path.This paper holds that the industrial green total factor productivity of the three provinces in Northeast China is increasing year by year,and the pure technical efficiency is the main reason to promote the growth of industrial green total factor productivity.Specifically,from the perspective of time dimension,since 2004,the industrial green total factor productivity of the three provinces in Northeast China has been ineffective.From the spatial dimension,the industrial green TFP of the three provinces in Northeast China is]ower than that of the eastern and central regions,and only higher than that of the western regions.At the same time,there is no ?-convergence in the industrial green total factor productivity of the three provinces in Northeast China,but there is absolute ?-convergence.That is to say,there is a "catching up effect" of industrial green TFP from lower provinces to higher ones.However,the half-life cycle indicators show that the half-life cycles of the three provinces in Northeast China are relatively long,which indicates that there is still a long way for the three provinces in Northeast China to realize industrial green development.This paper points out that there is "Porter Hypothesis" between environmental regulation intensity and enterprise technological innovation in the three provinces in Northeast China.When the mandatory control of environmental regulation is the explanatory variable,the three provinces in Northeast China have not crossed the inflection point,which indicates that their emphasis on environmental protection and environmental law enforcement still need to be strengthened.Governments at all levels should effectively improve the cognition of environmental protection and industrial green development,so as to really improve the industrial green total factor productivity.However,when market incentive environmental regulation is the explanatory variable,only Liaoning Province has crossed the inflection point,which indicates that Jilin Province and Heilongjiang Province must increase the investment in industrial pollution control and encourage industrial enterprises to realize green development by adopting more market-oriented methods.At the same time,this paper also verified that the improvement of the opening-up level and the optimization of industrial structure can effectively drive the industrial green total factor productivity,which shows that in order to realize the industrial green development of the three provinces in Northeast China,it is necessary to optimize the industrial structure internally and promote the optimal allocation of resources,continue to open wider to the outside world and enhance the external competitiveness.In order to realize green development,northeast industry is facing six challenges:great economic downward pressure and difficulty in resolving overcapacity;urgent adjustment of industrial structure and optimization of ownership structure;insufficient vitality of scientific and technological innovation and low contribution rate of scientific and technological progress;serious population loss and gradual disappearance of demographic dividend;low degree of opening up and low level of import and export products.There are obstacles in system and mechanism,and the level of marketization is not high.This paper suggests that in order to meet the requirements of high-quality economic development in the new period,the green development of industries in the three provinces in Northeast China should focus on promoting the adjustment of industrial structure,actively cultivate new industries,new business forms and new models,enhance the awareness of independent innovation of enterprises,and enhance the level of core competition of industrial transformation and upgrading.One belt,one road,one is to innovate the supply mechanism of human resources,establish and perfect the policy system of talent cultivation,talent retention and talent retention,and build a new open economy system,and actively connect with the needs of the countries along the belt and road,implement the five concepts of green development concept,and let the market play a decisive role in resource allocation.The main innovations of this paper can be summarized into the following three aspects:First of all,this paper tries to answer the industrial green total factor productivity and convergence of the three provinces in Northeast China.The existing literature is based on macro data to measure the national industrial green TFP.There are few studies on the regional industrial green TFP and whether there is convergence.Based on the super efficiency SBM Malmquist model,this paper calculates the industrial green total factor productivity of the three provinces in Northeast China,analyzes the convergence,and measures the factors influencing the industrial green total factor productivity of Northeast China based on SYS-GMM model,and analyzes the practical difficulties faced by the industrial green development of the three provinces in Northeast China from the theoretical and empirical perspectives.The results show that there is no ?-convergence,but absolute ?-convergence.There are still many problems in the process of industrial green development in Northeast China,which need to be solved urgently.Secondly,this paper explores whether there is a "Porter Hypothesis" between environmental regulation and technological innovation in the three provinces in Northeast China.At present,the academic circles have not reached a unified consensus on the definition and cognition of the "Porter Hypothesis".This article explains whether there is a"Porter Hypothesis" between different environmental regulations and technological innovations in the Chinese context,and studies it based on panel data fixed effect model.The empirical results show that under the two types of environmental regulations,command control environmental regulation and market incentive environmental regulation,Porter hypothesis exists both at the national level and in the three provinces of Northeast China,which can be used to formulate differentiated environmental regulation policies,coordinate the internal mechanism between environmental regulation and scientific and technological innovation,and improve industrial green total factor production the specific path of yield provides a theoretical basis.Thirdly,this paper responds to the path of green development and upgrading of industry in resource-based cities.Resource depletion constantly leads to economic crisis and ecological crisis,which makes urban development fall into structural recession.Almost all resource-based cities have already faced or are about to face resource and environment constraints.How to promote industrial sustainable development and steadily improve the quality of economic development in this situation is a practical problem that needs to be paid attention to.This paper points out that in order to realize the green development of industry in the three provinces in Northeast China,the most fundamental thing is to promote the adjustment of industrial structure,actively cultivate new industries,new business forms and new models,strengthen the investment in scientific and technological research and development of industrial enterprises by selecting appropriate environmental regulation policies,pay attention to the combination of production,teaching and research,release innovation driven efficiency,so that the market can better play a decisive role in resource allocation and promote industrial green development.
