Estimation And Analysis Of Green Total Factor Productivity Under Environment Regulation Of The Old Industrial Bases In Northeast China

Increasing productivity always is pursued by economists for that they consider it as the really effective growth of the economy.Along with rapid development of economy and society,the pressure on environment and resources continue to strengthen,so route of low-carbon and sustainable development become the inevitable choice in different regions and countries.The Old North-East Industrial Bases are intended as the industrial cradle of China,which depend on rich natural resources,developed transportation and perfect industrial system.However the economic is leading to a recession during several years,so how to put the economy development back on a sustainable track,appears to be particularly urgent and necessary.This article introduced energy consumption,carbon emission,capital and labor force for the productivity accounting.One hand is to make up some shortage about ignoring the energy and environment effects during measuring and calculating commercial efficiency,the other hand is to fully embody the essential requirements of building resource-economical and environment-friendly society at this stage.This article used the nonparametric DEA-Malmquist index method to estimate the green TFP of Old North-East Industrial Bases.Compared with parametric methods,it can avoid the systematic bias when setting the production function.On the meantime,resolve it to dig out the growing source.Finally,use the panel data and fixed effect model to explore 6 factors to find out which influence Green TFP.The results indicated that the Green TFP of Old North-East Industrial Bases grow 3.6% per year from 1990 to 2012,while technical efficiency is weak and useless and the growth of Green TFP is leading by green technology advance.And “Club Convergence” obviously appeared at the Green TFP in Old North-East Industrial Bases after converged inspection.At last,scale and structure,level of research and urbanization process can promote the Green TFP in Old North-East Industrial Bases,while the reinvestment,structure of ownership and structure of energy consumption will restrain the Green TFP.
