Under the guidance of Xi Jinping's thought of socialism with Chinese characteristics in the new era,adhering to the idea that "green water and green mountains are golden mountains and silver mountains",the Chinese government emphasizes that while strengthening the control of environmental pollution,it advocates high-standard green development.Due to the large amount and scale of public procurement,it is increasingly seen as a powerful tool to achieve social policy goals.Among them,green public procurement(GPP)has been widely valued and widely implemented.Under the realistic background of "carbon peak and carbon neutralization" put forward by the central government,the implementation of GPP has a broader driving force.GPP is also an emerging research direction in academic circles in recent years,but the research on China as the background is slightly insufficient.Based on this,this study will take the GPP as the core to carry out related research work.The main logic of this study is as follows.This study focuses on the GPP of public sectors and focuses on two research directions.On the one hand,this study explores the influencing factors of GPP,that is,the antecedents of the implementation of GPP.Among them,this study makes a configuration analysis of GPP(Chapter 4),and further designs the analysis of the influence mechanism according to the results of configuration analysis(Chapter 5).On the other hand,this study discusses the impact of GPP on procurement efficiency,that is,the consequences of the implementation of GPP(Chapter 6).The specific core research contents are as follows.Firstly,from an holistic perspective,this study explores how the combination of four important motivation factors(namely,regulation motivator,non-government external stakeholder motivator,training motivator and affective commitment to change)can lead to high-level implementation of GPP by public institutions.In this study,from an holistic perspective,a theoretical model of configuration analysis is developed,and the research data are collected through a questionnaire survey.The data are analyzed by factor analysis,cross tabulation and fuzzy-set qualitative comparative analysis,with single conditional necessity analysis and conditional combination sufficient analysis.The results show that two important external factors,"regulation motivator" and "non-government external stakeholder motivator",and two important internal factors,"training motivator" and "affective commitment to change",can be combined with each other to lead to a high level of GPP in public sectors.Specifically,through the fuzzy-set qualitative comparative analysis(fs QCA),this study obtains four combinations(configuration)that can lead to the implementation of high-level GPP practice.According to the characteristics of the configuration,this study divides it into "external factors dominated(non-government external stakeholders)" and "internal factors dominated(training motivator and affective commitment to change)".And "the combination of internal and external factors(regulation motivator and affective commitment to change)" three modes.Secondly,from the perspective of correlation,this study develops a moderated mediation theoretical model.According to the important role of external stakeholders in configuration analysis,this study discusses the influence mechanism between external stakeholder drive and the implementation level of GPP.The black box is revealed through mediation effect(organizational knowledge as mediation variable)and moderated mediation effect(administrative level as moderation variable).The research data were collected through questionnaire survey,and the survey data were tested by factor analysis,marker variable method,casual step method,Bootstrap method,hierarchical regression method and so on.The results show that there is a significant positive correlation between external stakeholder driver and the implementation level of GPP,and the knowledge of GPP implementation policies and the knowledge of the GPP benefits both can mediate this relationship.Further statistical analysis shows that there is no significant differences between these two kinds of mediation effects.At the same time,the study reveals that the administrative level of public sectors can negatively moderate the mediation effect by the knowledge of GPP benefits.Finally,this study focuses on the procurement period of public procurement(bidding stage and post-bidding stage),and divides the efficiency of public procurement into price efficiency,time efficiency and manpower efficiency,and then discusses the impact of important factors such as the implementation of GPP on it.This study first compiles a web crawler program in Python language,and then uses this program to collect 838 real public procurement winning contracts from Sichuan provincial government procurement websites,and relevant data are collected from each contract.Finally,regression analysis is used to test several factors related to three aspects of public procurement efficiency,such as the implementation of GPP.The results show that the implementation of GPP is negatively related to procurement price efficiency and time efficiency;there is no significant correlation between centralized procurement and procurement efficiency;evaluation methods(weight of price in evaluation)are negatively related to procurement price efficiency;procurement scale is negatively related to procurement time efficiency and manpower efficiency;the number of bidders is positively related to procurement price efficiency.The academic contribution to this research.First,based on the holistic perspective,this study uses the method of configuration analysis to discuss the implementation of high-level GPP in public sectors.Second,from the perspective of correlation,this study,based on organizational learning theory,uncovers the black box of the relationship between external stakeholder driver and the implementation level of GPP.Third,this study proposes to measure the efficiency of public procurement from three aspects: price efficiency,time efficiency and manpower efficiency.Based on this,this study explores the impact of GPP on the efficiency of public procurement,and provides new insights for the field of GPP.This study also provides management implications and policy recommendations for public procurement practitioners and policymakers for reference.
