Since the 18 th National Congress of the Communist Party of China,the Communist Party Central Committee and the State Council have attached great importance to environmental issues and raised the construction of ecological civilization to an unprecedented height.The report of the 19 th National Congress of the Communist Party of China pointed out: "Adhere to the harmonious coexistence of man and nature.We must establish and practice the concept that green mountains and rivers are as valuable as gold and silver mountains,and persist in the basic national policy of conserving resources and protecting the environment." The report of the20 th National Congress of the Communist Party of China again emphasized: "We must firmly establish the concept that green mountains and rivers are as valuable as gold and silver mountains,and plan and develop on the height of harmonious coexistence of man and nature." Local governments have responded to the top-level design of the central government and taken some positive measures,such as setting emission standards,charging for discharge,rectifying high-emission and high-pollution enterprises,etc.,to enhance the intensity of environmental regulation and the protection of the ecological environment.Currently,the global growth is slow,and China’s economic development has entered the stage of high-quality development from the high-speed growth stage,and the adjustment and optimization of industrial structure and the reform and innovation of production methods have become prominent issues.The government through the adjustment and optimization of industrial structure,promotes the transformation of enterprises’ products from low added value to high added value,from high energy consumption to low energy consumption,from high emission and pollution to green and clean,thus laying a realistic foundation for high-quality development.At the same time,the Chinese government has increased its investment in environmental protection,and environmental regulatory policies have become increasingly mature and perfect.The government and enterprises have been exploring the win-win path of economic development and environmental protection together.This paper draws on the spatial random frontier analysis ideas of Gude et al.(2018)and attempts to apply the spatial SFA model as a regional industrial green productivity measurement model,calculating and analyzing the green productivity of different regions of China.The results show that in 2005-2006,2007-2008,2008-2009,2011-2012,2012-2013,and 2013-2014,the values of industrial green productivity in the eastern region were over 1,indicating that the industrial green productivity in the eastern region was in an improvement state.The average of industrial green productivity in the eastern region from 2004 to 2020 was 1.0204,and the industrial green productivity in the eastern region as a whole showed an increasing trend.Except in 2005-2006,2008-2009,2012-2013,2014-2015,and2015-2016,the values of industrial green productivity in the central region were over1,indicating that the industrial green productivity in the central region was in an improvement state.The average of industrial green productivity in the central region from 2004 to 2020 was 1.0505,and the industrial green productivity in the central region as a whole showed an increasing trend.Except in 2008-2009,2011-2012,2012-2013,2014-2015,and 2015-2016,the values of industrial green productivity in the western region were over 1,indicating that the industrial green productivity in the western region was in an improvement state.The average of industrial green productivity in the western region from 2004 to 2020 was 1.0999,and the industrial green productivity in the western region as a whole showed an increasing trend.Except in 2008-2009,2011-2012,2013-2014,2014-2015,and 2015-2016,the values of industrial green productivity in the northeast region were over 1,indicating that the industrial green productivity in the northeast region was in an improvement state.The average of industrial green productivity in the northeast region from 2004 to 2020 was 1.0830,and the industrial green productivity in the northeast region as a whole showed an increasing trend.From the comparison of the average values,the region with the highest rate of improvement in industrial green productivity was the western region,followed by the northeast region and the central region,and the eastern region had the slowest rate of improvement in industrial green productivity.In the analysis of the convergence of industrial green productivity in the Chinese region,this paper uses the Spatial Panel Quantile Regression(SPQR)method to examine the convergence characteristics of industrial green productivity in 30 provincial regions in China from 2004 to 2020.The study found that the industrial green productivity in regions with a lower level of industrial green productivity does not satisfy the β convergence hypothesis,but for regions with a higher level of industrial green productivity,the industrial green productivity satisfies the βconvergence hypothesis,and the absolute convergence speed of industrial green productivity is higher as the level of industrial green productivity increases.This article uses recent spatial dynamic measurement analysis tools,namely the Spatial Panel Co-integration Model,the Spatial Error Correction Model,and the Spatial PVAR Model,as research methods to examine and estimate the impact of environmental regulation and government R&D subsidies on industrial green productivity from both horizontal and incremental impacts.The study finds that from a long-term perspective,the total effect coefficient of environmental regulation on regional industrial green productivity is 0.0731,which is significant at a 1%significance level.Both the direct and indirect effects of environmental regulation level on regional industrial green productivity are positive,at 0.0608 and 0.0123,respectively,and are statistically significant.This indicates that the level of environmental regulation has a significant impact on enhancing regional industrial green productivity,and the spatial spillover efficiency of environmental regulation on regional industrial green productivity is positive,so the improvement of regional environmental regulation level will also improve the industrial green productivity of adjacent regions,with the promotion effect accounting for about 20% of the impact of the environmental regulation level on local industrial green productivity.The total effect coefficient of government R&D subsidies on regional industrial green productivity is 0.1108,which is significant at a 1% significance level.Both the direct and indirect effects of government R&D subsidy levels on regional industrial green productivity are positive,at 0.1099 and 0.0009,respectively,and are significant at a1% significance level.This indicates that the level of government R&D subsidies has a significant impact on enhancing local industrial green productivity,and the spatial spillover efficiency of government R&D subsidies on regional industrial green productivity is positive,so the improvement of regional government R&D subsidies level will also improve the industrial green productivity of adjacent regions,but from the size of the impact coefficient,the impact of regional government R&D subsidies level on neighboring regions is relatively small.The article also utilizes the Panel Threshold Spatial Durbin Model,which includes spatial effects,to identify and test the effects of environmental regulation and government R&D subsidies on the threshold of industrial green productivity.From the empirical research in this article,it can be found that the effects of environmental regulation and government R&D subsidies on regional industrial green productivity are not in a linear form,but rather a relationship of mutual constraint and mutual promotion.When the intensity of government R&D subsidies is relatively low,it will inhibit the improvement of regional industrial green productivity and spatial spillover effects of environmental regulation.When the intensity of government R&D subsidies is less than or equal to the threshold value of 1.4726%,the impact coefficient of environmental regulation on regional industrial green productivity is0.0007 and significant at 10% significance.When the intensity of government R&D subsidies is greater than the threshold value of 1.4726%,the impact coefficient of environmental regulation on regional industrial green productivity is 0.0113,and significant at 5% significance.This indicates that when the intensity of government R&D subsidies is less than or equal to the threshold value of 1.4726%,although environmental regulation has a limited and significant positive effect on regional industrial green productivity,when the intensity of government R&D subsidies exceeds the threshold value of 1.4726%,environmental regulation will have a significant improvement effect on regional industrial green productivity.In conclusion,both environmental regulation and government R&D subsidies have a significant positive impact on enhancing industrial green productivity,with the impact of government R&D subsidies being more significant.The "double effect" of environmental regulation and government R&D subsidies can better promote the promotion and innovation of green technology.Based on the empirical study in this paper,it is suggested that the following points should be taken into consideration in order to further improve the level of industrial green productivity in the region: Firstly,double efforts should be made to increase the intensity of environmental regulation and government research and development subsidies.Secondly,cooperation and communication among regions should be encouraged to continuously optimize the pattern of green innovation space.Thirdly,the intensity of formal environmental regulation should be accurately grasped and properly set.Fourthly,the importance of informal environmental regulation should be fully understood and its important role in environmental governance should be brought into play.Fifthly,the economic and environmental dimensions should be balanced to properly adjust the environmental regulation tools.Sixthly,research and development support for enterprises should be increased to fully mobilize their enthusiasm for green innovation.Seventhly,various policies should be flexibly used to form a systematic and efficient policy combination.Eighthly,the supporting policies should be improved and refined.
