Abstract/Summary:
The urban-water relationship form by the interaction and mutual influence of the built environment and water.It is the result of the superposition of natural evolution and artificial intervention.Currently,cities at home and abroad face insufficient water supply,frequent water disasters,severe water pollution,difficulties in aquatic ecosystem restoration,etc.While carrying out a series of water management practices,it also triggered some researches on the urban-water relationship.In constructing ecological civilization and establishing the territorial and spatial planning system in China,the awareness of water value is enhancing,the technical methods of water environment gradually integrated with spatial planning,and the planning technology and spatial intervention paradigm of the urban-water relationship transformed.At the same time,the division of urban and water administrative systems is also forcing cross departments to carry out multi-disciplinary collaborative governance.Therefore,it is of important theoretical and practical significance to systematically research the urban-water relationship in terms of value,technical methods,and collaborative governance.The research scope is the Pearl River Delta("PRD"),a complex delta in the lower reaches of the Xijiang River,Beijiang River,and Dongjiang River.It has a well-developed water system,crisscrossing rivers,lakes and ponds dotted around,and the spatial types of urban-water relationship are abundant.As the core link between the natural and artificial environments,the water is a critical spatial element supporting the evolution and development of production,life,and ecology in the PRD.Unfortunately,most cities in the PRD have followed the development path of pollution first and treatment later,expanding urban construction on a large scale and at low cost,filling rivers and fish ponds,occupying riverside space,and changing the hydrological environment.As a result,it has caused many water problems,seriously affected the coordination of urban production,life,and ecological space,and restricted the sustainable development of the economy,society,and environment in the PRD.Therefore,the research on the urban-water relationship in the PRD is typical.The core of Urban and rural planning is the research and the intervention of spatial relations.It is sensitive to the scale and quality of space.Moreover,it has significant public policy attributes.From a spatial perspective,this paper focuses on questions such as "What is the ’urban-water relationship’?" and "How to intervene in the space of the urban-water relationship?",it establishes an analysis framework for and identifies the evolutionary characteristics and mechanisms of urban-water relationship in the PRD.Furthermore,it proposes planning technical methods and spatial intervention optimization suggestions,aiming to introduce the knowledge of water environmental science into traditional urban and rural planning to strengthen the interdisciplinary collaborative research on the coupled development of urban and water space.The research content includes three parts: First,it uses literature and interdisciplinary research methods to summarize and deduct the theory of urban-water relationship,introduce knowledge about the water environment,analyze the connotation of "urban-water relationship",and establish an analysis framework for urban-water relationship spatial intervention.Second,it uses historical literature research,case investigation,comprehensive analysis methods to conduct empirical tests,following the research idea of "phenomenon-trend-mechanism",and analyzes the spatial intervention,evolution characteristics,and influence mechanism of the urban-water relationship in the PRD from the time and space dimensions.Third,it uses planning and design case analysis methods to discuss the principles and techniques of planning intervention.Finally,combined with the opportunity of mutual penetration of urban and water research and governance practice,the research proposes planning intervention optimization suggestions to realize the urban-water coupling in the PRD.This paper includes seven chapters.Chapter 1: Introduction introduces the research background,summary,questions,scope,purpose and significance,methods,and framework.Chapter 2: Analysis of the connotation of the "urban-water relationship" establishes the understanding of the multiple water values and analyzes the concept,essence,carrier,and paradigm of the urban-water relationship.Chapter 3: The analysis framework of spatial intervention in urban-water relationship studies the influence of values,technical tools,and institutional arrangements on the process of urban water-related space intervention,combining domestic and international water management concepts and technical iterations,it constructs a method for the coupled development of urban and water space,and proposes the intervention transformation of urban water-related space.Chapter 4: Types and spatial intervention of urban-water relationship in the PRD focus on analyzing the characteristics and evolution of the urban-sea relationship,urban-river relationship,and urban-lake relationship,and studies the interactive process of water shaping the built environment and urban construction intervening in the water.Chapter 5: Research on the evolution characteristics of urban-water relationship in the PRD introduces quantitative indicators to analyzes the elements and spatial changes of the water and built environment,induce the evolution of urban water-related space and its intervention,and summarizes the temporal and spatial characteristics of the development of the urban-water relationship.Chapter6: Research on the influence mechanism of the evolution of urban-water relationship in the PRD analyzes the influence of social and economic development on the evolution of the urban-water relationship from the level of urban growth,industrial structure,and transportation mode development,it systematically analyzes the impact of values,technical tools,and institutional arrangements on urban water-related space intervention.Chapter 7: Planning intervention optimization for "urban-water coupling" in the PRD combines the enlightenment of the Ecological Belt in Guangdong province and some practice of urban-water relationship in the PRD.It proposes planning process and program optimization suggestions of urban water-related space from planning concept,planning technology,and planning management.Based on the analysis of the connotation of "urban-water relationship",this paper systematically establishes an analysis framework of "values-technical tools-institutional arrangements" that influence urban water-related space intervention.Furthermore,it integrates the qualitative research of traditional urban and rural planning and the quantitative research of water environmental science,revealing the evolution characteristics of "urban process and water retreat " in the PRD.Finally,it proposes optimizing planning intervention methods for coupling urban and water space development in the PRD to establish water value awareness and water sensitivity knowledge systems of urban and rural planning.
