| In order to prevent the huge impact of the construction of intercity railway network on the regional ecological environment from the source of decision-making and promote the sustainable development of intercity railway network,according to the evaluation scope defined in China’s regulations on planning environmental impact assessment,the planning environmental impact assessment should be implemented for intercity railway network.The early intervention of planning environmental impact assessment makes up for the defects of project environmental impact assessment,provides conditions for comprehensively considering the macro and cumulative impact of human activities,and provides more room for the formulation of alternative schemes and prevention measures.It is a powerful means to promote sustainable development.As the key content and main research content of the environmental impact assessment of intercity railway network planning,the ecological impact assessment of intercity railway network planning is an important guarantee for the scientific planning of intercity railway network.According to the characteristics of intercity railway network,clarifying its ecological impact evaluation factors,establishing the key technical contents and quantitative methods of ecological impact prediction,and constructing a set of scientific and applicable ecological impact evaluation system of intercity railway network will not only help to accurately and scientifically demonstrate the ecological environmental rationality of intercity railway network planning and layout,but also provide a theoretical basis for the optimization and adjustment of planning schemes and the comparison and selection of multiple schemes.Based on the principle of early intervention,this paper analyzes the intervention opportunity of ecological impact assessment of intercity railway network planning to participate in planning preparation,and puts forward the work content of ecological impact assessment in each stage of planning preparation.Based on the effectiveness analysis of ecological impact assessment,the technical process of ecological impact assessment of intercity railway network planning is established.Based on the basic theoretical research of planning environmental assessment theory,sustainable development theory and landscape ecology theory,through the analysis of the ecological impact effect of intercity railway network planning,combined with the general situation of the study area,and following the ecological impact identification standard and the selection principle of evaluation index,this paper constructs the ecological impact evaluation index system of intercity railway network planning based on the basic index model from a macro perspective.With the help of geographic information system analysis technology,overlay method,landscape ecology analysis method and statistical method,according to the characteristics of intercity railway network planning,the key technical content and quantitative method of evaluation index of ecological impact prediction of intercity railway network planning are established.The combined weighting method is used to determine the weight of the evaluation index,and a comprehensive ecological impact evaluation method of intercity railway network planning based on unascertained set pair coupling is established.On this basis,the multi scheme comparison model and obstacle degree model of intercity railway network planning are constructed,and the ecological impact evaluation system of intercity railway network planning is formed.Taking the intercity railway network planning of Guizhou Province as an example,the ecological impact of the planning scheme is evaluated by using the evaluation system constructed in this paper.The results show that the ecological impact of the planning scheme is moderate,the ecological rationality of the planning layout is generally reasonable,the interference to the ecosystem is large,the ecosystem structure and function are moderately damaged,the ecological problems are relatively significant,and the coordination between the planning layout and ecologically sensitive areas is general,some sections of the planned route need to be adjusted.According to the calculation results of obstacle degree,the obstacle degree of the impact index of nature reserves is the largest,which is the biggest restrictive factor of the current line location planning.Through the example application test,the evaluation system constructed in this paper is operable,which can provide a theoretical basis for accurately demonstrating the ecological environment rationality of the planning and layout of intercity railway network and the optimization and adjustment of planning scheme,and is suitable for the ecological impact assessment of intercity railway network planning. |
