The problem of over-limited transportation on rural roads is very common in China,which seriously damages the pavement quality and increases the cost of highway construction and maintenance.Although the highway management department has been continuously carrying out the treatment of over-limited transportation,the effect is not ideal.There are two main reasons for the poor governance of over-limit transportation on rural roads.First,due to the low axle load limit of the current road,it is difficult for the transportation operators of rural roads to maintain the profit level under the limit.Their willingness to over limit transportation is very high,which hinders the long-term treatment of over-limited transportation.Second,due to the complex connection structure and wide coverage of rural road network,the effect and efficiency of fixed over-limited transportation management station(OLTMS)are low,and the over-limited vehicles on the road can not be found and handled in time.To solve the problems faced by the management of over-limited transportation on rural roads,firstly the scientific rationality of the current law enforcement basis for over-limit transportation manage(axle load limit)in the whole economic social system is worth thinking deeply.It is necessary to consider the spillover benefits of rural road transportation market,put forward the method of increasing the axle load limit of rural road.The purpose is to improve the input-output ratio of highway supply and vehicle transportation benefits,reduce the willingness of over-limited transportation.Then,under the condition that the market income of rural road transportation is fixed,it is necessary to study how to reduce the total cost of rural road transportation by innovating the over-limited transportation manage mode and how to implementing efficient over-limited transportation manage under the new control mode(such as the location of OLTMS,route optimization of administration vehicles,etc.).The purpose is to minimize the maintenance and law enforcement costs of rural roads on the premise of ensuring the normal use of roads by highway demanders(trucks).Under the above background,the main research contents of this thesis are as follows:(1)In order to reduce the willingness of over-limited transportation,improve the input-output ratio of rural road supply and realize the maximum utility of highway transportation,the necessity of increasing axle load limit is analyzed from the perspective of multiple markets.Firstly,the impact of increasing axle load limit on highway transportation market,production market and consumer market are analyzed.Secondly,measure the change of highway transportation market cost caused by the increase of axle load limit,and measure the impact of highway transportation market cost change on other market costs by the improved input-output table,so as to clarify the change value of social cost caused by the increase of axle load limit.On this basis,the optimization model of improving axle load limit is established with the goal of maximizing the reduction of social cost before and after the increase of axle load limit.Finally,in order to verify the effectiveness of the model,a case study of rural roads in Guiyang city is carried out.The case analysis results show that increasing the axle load limit within a certain range can effectively reduce the social cost and reduce the willingness of over-limited transportation.The research results not only lay a theoretical foundation for improving the input-output ratio of rural road supply and realizing the maximum utility of highway transportation,but also provide ideas for the improvement of input-output table.(2)In order to improve the efficiency and effect of over-limited transportation control on rural roads,the mobile over-limited transportation management is proposed based on OLTMS.Then,in order to realize the monitoring and control of all sections with over-limited transportation at the minimum cost,a location-routing optimization model is constructed to determine the number of OLTMS,the location of OLTMS and the patrol route of administration vehicles,and a two-level nested ant colony algorithm is designed to solve the location-routing problem with large-scale candidate point set.Finally,the actual data of rural roads in Guiyang are used for case analysis.The analysis results show that the designed nested ant colony algorithm can effectively solve the large-scale location-routing problem,and the optimized location route scheme can effectively monitor and control the over-limited transportation in the road network.These verify the feasibility of the optimization method proposed in this thesis in the location of OLTMS and the routing of administration vehicles.The study can provide a solution for the location-routing problem with a large-scale candidate point set.(3)In order to consider the behavior of over-limited trucks evading the patrol route of administration vehicles and ensure the mobile over-limited transportation management effectiveness on rural roads,a bilevel programming model is constructed to simulate the capture and anti-capture interactive relationship between administration vehicle and over-limited trucks.Dynamically optimize the patrol route of the administration vehicle.Among them,the upper-level model takes the maximum control utility on the patrol route as the goal to determine the administration vehicle’s patrol route.The lower-level model deduces the detour routes of over-limited trucks based on their circumvention behavior relative to administration vehicles.In order to solve the model,a heuristic algorithm combining ant colony algorithm and labeling method is designed.The effectiveness of the model and algorithm is verified based on the numerical analysis of rural roads in Guiyang.The results show that the management utility optimized in this thesis is significantly improved compared with the management utility without considering the evasion behavior of over-limited trucks.The research results further enrich the theoretical methods of vehicle routing problem,and it provides a solution idea for other bilevel programming problems with capture anti-capture characteristic.
