| State-owned forest areas are the most concentrated and abundant forest resources in China,and also the important ecological security barrier and reserve forest resources reserve base in China.State-owned forest areas not only play a decisive role in the construction of ecological civilization,but also play a crucial role in the development of the whole society.However,with the development of social economy in the forest region,people ignore the ecological environment.After years of logging and utilization,the forest region’s recoverable resources are exhausted,and the ecological function is seriously weakened.In 2014,the State Forestry Administration issued the Notice on Doing a Solid job in comprehensively Stopping Commercial Logging,deploying the policy of comprehensively stopping logging in state-owned forest areas and stopping commercial logging in the state-owned forest areas in Northeast Inner Mongolia from April 1.It is a new challenge for the state-owned forest region to implement the comprehensive cutting down,but it also means facing new opportunities.On the one hand,the challenge is to force state-owned forest areas and Inner Mongolia Forest Industry Group to carry out industrial transformation;On the other hand,the income of workers and families is reduced,the surplus workers are increased,and some workers are faced with unemployment and so on.The opportunity is to force the state-owned forest area and Inner Mongolia forest industry group to look for a new development path and future development direction,looking for a new source or channel to increase the income of workers and families.In March 2015,the CENTRAL Committee of the COMMUNIST Party of China and The State Council issued the Guiding Opinions on the Reform of State-owned Forest regions.In the document,it was very clear that the surplus workers in state-owned forest regions should be reasonably arranged to ensure the basic guarantee of workers’ lives and give full play to the advantages of green resources rich in forest regions[1].Underforest economy plays an important role in the development of green resource advantages,ecological protection and construction,and economic transformation in state-ownedforest areas.At the same time,underforest economy is a new industrial development model,which can better adapt to the needs of the current reform and development of state-owned forest areas.It plays an important role in increasing the income of forest workers,promoting the transformation of forestry industry,adjusting forestry industrial structure and promoting the economic and social development of forest areas.Developing underforest economy is an effective way to solve the contradiction between "providing ecological welfare for the whole society" and "providing economic development for the local area".The employee family is the most important interest subject and participation subject,encouraging the employee family to participate in the development of forest economy,is to solve the contradiction between "economic and social development of state-owned forest area" and "livelihood difficulties of the employee family" under the ecological restriction measures.However,in the process of actual research and literature reading,it is found that the employee families’ participation in the forest economy does not show the expected enthusiasm,so what is the willingness and appeal of the employee families to participate in the forest economy?What is the factor that affects worker family to participate in forest economy behavior?How to stimulate the participation of worker families?And so on a series of problems worth thinking and research.Based on this,this paper takes the state-owned forest region of Inner Mongolia as an example and studies the influence mechanism of employee family’s participation in underforest economic behavior from the perspective of employee family,which is of great significance to stimulate employee family’s participation behavior and promote the development and growth of underforest economy.The content of the study mainly includes the following five aspects:first,the concept of employee family,forest economy and participation behavior is defined,and the process of employee family participation in forest economic behavior is decomposed,which mainly includes implementation cognition,intention selection and behavior response.Second,combing behavioral economics theory,peasant household behavior theory and bounded rationality theory,put forward the rational hypothesis that the worker family participates in the underforest economy,that is,the worker family is "bounded rationality " "economic man" and "social man".Thirdly,the theoretical framework of employee family participation in forest economic behavior analysis is constructed based on institutional analysis framework,social ecological system analysis framework,planned behavior theory and random utility theory.Fourthly,the binary Logistic model is used to verify the feasibility of the analysis framework.Through PSM model,structuralequation model and selection experiment method,the influencing factors of employee families’ participation in forest economic behavior were analyzed from a local perspective.Fifth,in view of the problems existing in the process of employee families participating in the forest economic behavior,combined with the influencing factors of employee families participating in the behavior and employee families’ preference for the incentive program to participate in the behavior,put forward countermeasures and suggestions.Through empirical analysis,the following conclusions are drawn:First,the analysis framework is suitable for explaining the employee family’s participation in the forest economic behavior;Secondly,the characteristics of workers’ families,micro-environment,social concept,rules and regulations have an impact on the participation of workers’ families in the forest economic behavior;Thirdly,the behavioral psychology path of employee family participation follows the paradigm of"implementation cognition-participation intention-behavioral response".In view of the analysis results of the influencing factors and the problems existing in the participation behavior,the following suggestions are put forward:strengthen the information consultation and technical training services to improve the awareness of the implementation of the employee family;Establish various forms of cooperative organizations to enhance market competitiveness;Various forms of participation will be introduced to allow workers’ families to participate in decision-making;Strengthen the infrastructure construction of forest area,enhance the intention of employee family participation;Relevant policy support will be introduced to alleviate the difficulties of employee families’participation.In this paper,we study the possible innovation points:in the past the study of worker family stay on the business model,driven and benefit analysis,and from a worker family essential feature and attribute analysis as the foundation to study its economic behavior,based on this put forward state-owned forest worker family in forests in the process of economic operation has the typical characteristics of small-scale farmers;From the perspective of the motivation of participating behavior,worker family is both economic man and social man.The participation behavior of workers’ families is not only driven by economic benefits,but also has the characteristics of "social rationality".According to their own preferences and needs,workers and families will have feedback on incentive measures,which enriches the forestry economic theory of state-owned forest areas. |
