| Biomedical industry has become China’s strategic emerging industries as well as the important industry related to national economy and people’s livelihood.Its healthy and rapid development to promote national economic development and safeguard people’s health needs is of great significance.A large number of theories and practices at home and abroad have proved that the construction of Biomedical Industry Park(BMIK)and to form industrial clusters are effective means to promote the rapid development of biomedical industry and enhance industrial competitiveness.Efficiency has always been the core of economic organization,so how to improve the operation efficiency and realize the maximization of the investment interests have been the concern of the government and academia owing to the reason that its construction requires a lot of manpower,funds and policies and so on.Based on the combination method of theory and empirical research,the BMIK was taken as the research object in this paper with efficiency as the breakthrough point.It was the first time to use the panel data model and Data Envelopment Analysis(DEA)for the objective efficiency evaluation of Chinese BMIK and put forward to improving the efficiency of the Chinese BMIK of countermeasures and suggestions according to the results of empirical research.The main contents and conclusions of this paper include:First of all,the development and characteristics of foreign BMIK are summarized and briefly introduces the main approach in the target location,management mode,the main policy measures and other characteristics.Meanwhile,the development of China BMIK,all kinds of BMIK construction situation and main problems existing in the development of is analyzed and summarized.Secondly,the evaluation index system of the running efficiency of the BMIK was built.The statistical data of National Torch Biomedical Industrial Base was taken as an example for the empirical research of the relationship between the input and output for Chinese BMIK using panel data model.The results showed that human and capital inputs have positive promoting effect on the output with different degree.Further,the total investment of enterprise employees and other funds only had positive promoting effect on output except for technical input,which reflected the lack of technology innovation talents and research for the Chinese BMIK.The proportion of research personnel had a significant positive effect on each output,which objectively reflects the positive radiation effect on technological progress in all fields.While,research investment accounted for the proportion of the total income only had a promoting effect on technical income,but did not bring the same radiation effect on other economic output.The important results reflected that reflected Chinese BMIK technology innovation capital utilization efficiency was not high and the increase research investment did not translate into real productivity.Thirdly,the three-stage DEA model was used to evaluate the relative operation efficiency of the 24 national torch bio-medical specialty bases.The first stage evaluation results showed that 13 zones were effective for DEA with 54.2%efficiency.After eliminating the environmental factors and the random error,the results of the third stage showed that 16 zones reached efficiency for DEA with 54.2%efficiency.The six non-DEA zones were in an increasing stage of scale compensation,which could increase the efficiency of the park by extending the scale of the park.While,two non-DEA zones were at the diminishing returns of scale stage.They should properly adjust the size in order to get the most output with the least amount of inputs and improved the efficiency of BMIK.In addition,Malmquist model was used for the dynamic efficiency evaluation of 24 parks in 2007-2015.The results showed that the annual average technical efficiency of 24 parks decreased by 0.97%with 2.12%growth for average annual technical level,0.72%drop of annual average pure technical efficiency scale,0.25%decrease of annual average scale efficiency and 1.13%increase of annual average total factor productivity.Finally,this study put forward countermeasures to improving the efficiency of the Chinese BMIK based on the combination of theory and practice as well as the empirical research results,including improving the ability of innovation of science and technology.Strengthening personnel training and exchanges to promote talent agglomeration.Encouraging venture investment,building a diversified investment and financing system.Enhancing the agglomeration effect of BMIK.Playing the role of government.The completion of this research not only has important academic value,also for the government departments and park managers formulate policies and measures to promote the development of BMIK,which has important reference value to improve the efficiency of operation of the park. |
