| In recent years,China’s health industry has continued to develop and has made great progress.However,in the long run,the utilization rate of health services in China has not been significantly improved,and there is still an imbalance between the demand and supply of health services.At present,the lack of total input and waste are the main problems that restrict the development of China’s health industry.Therefore,it is of great significance to establish a set of feasible hospital performance assessment program for rational allocation of medical and health resources and improvement of hospital output level.From the current situation,hospital performance evaluation mainly refers to a measure of the use of medical resources,usually to examine the relationship between input and output,and can also be regarded as the measurement of technical efficiency using the theory of production frontier.The measurement of technical efficiency in the production front is divided into parametric method and non-parametric method.The parameter method is mainly represented by the stochastic frontier analysis method(SFA),but the SFA is generally only suitable for the production situations of single output and multiple inputs,which is inconsistent with the hospital performance evaluation system.The non-parametric method,Data Envelopment Analysis(DEA),is more suitable for dealing with multi-input and multi-output situations in the field of hospital performance evaluation.However,the classic DEA model is based on a cross-sectional data analysis model that only gives static performance evaluations between different decision units(DMUs).In order to evaluate the dynamic performance of decision making unit(DMU)from horizontal and vertical dimensions,this paper summarizes two panel DEA models.That is,DEA-Malmquist productivity index method,DEA window analysis method.At the same time,based on the knowledge of economic incremental analysis method,this paper proposes a novel panel DEA model,that is DEA incremental data analysis method.It can evaluate the performance of DMU in two consecutive periods,open up new ideas for panel DEA model research,and solve the dilemma that the classic DEA model is difficult to process panel data.By analyzing and comparing the DEA incremental data analysis method with other two panel DEA models in the example,the superiority and feasibility of our proposed model is further proved.2009 is the first year of deepening the reform of the medical and health system.This paper takes the hospitals of various regions in Jiangsu Province from 2009 to 2016 as the research object,aiming to dynamically evaluate the operational efficiency of hospitals in various regions of Jiangsu Province under the new medical reform background.And vertical two dimensions to analyze and compare the operational efficiency of hospitals in various regions,and to grasp the development trend of hospitals in various regions.In terms of model research,this paper discusses the advantages and disadvantages of three panel DEA models,and points out the applicable situations and limitations of their respective models.From the perspective of empirical research,appropriate input and output indexes were selected according to the data of regional hospitals,and three panel DEA models were used for efficiency analysis.According to the analysis results from 2009 to 2016,the efficiency level of hospitals in various regions has increased in fluctuations,which further proves the feasibility and effectiveness of the new medical reform policy.Finally,the paper puts forward some Suggestions: first,attach importance to hospital statistical work,strengthen the function of data analysis;Second,the hospital should implement scientific management to improve the overall performance level;Third,improve the level of medical services and constantly adapt to new requirements. |
