| Since the founding of new China,a series of language policy and planning to promote national lingua franca and protect ethnic languages has been developed by the Chinese government in order to build harmonious language order between the national lingua franca and minority languages,between Putonghua and dialects,between the national lingua franca and the international lingua franca.The 21st century witnesses the conflicts between globalization and localization,fluidity and stability which have directly affected the judgment of language value,the balance of language order and the development of language life in China.At present,language conflicts and competitions are occurred frequently by the distribution contradiction between economic resource and political rights.Language planning is important to solve language conflicts and competitions facing great challenges in theory and practice.With the development of social language life,language planning researches expanded from the macro "top-down" perspectives to the micro "bottom-up" perspectives.Family,as the starting point of language acquisition and the important domain of language use,has become the focus of micro-language planning research.Family language planning has subsequently become a new research field of language planning,and family language planning of ethnic families entered the research field.Whether family language planning of ethnic group is appropriate is related to the formulation and implementation of the national language policy as well as to the strengthening of the consciousness of Chinese national community,even to national security,ethnic cultural inheritance and the improvement of the next generation quality.The current researches on ethnic family language planning in China are not adequate and more attention are paid to the relationship between ethnic languages and Mandarin in such families,focusing more on the micro influencing factors within families than the macro influencing factors outside families.More descriptive studies have been conducted in this field,but few on theoretical interpretation and prediction of future development of ethnic family language planning.The research methods are relatively simple and long-term and detailed ethnographic researches are more needed.Under the guidance of the macro language policy promoting and popularizing the national lingua franca,this paper conducts a research on Mongolian families in Wushen Banner,Ordos city,Inner Mongolia Autonomous Region with research methods including participant observation,questionnaire,interviews.The paper studies the planning of ethnic language,the national lingua franca and English in different classes and different types of Mongolian families,and carry out multi-dimensional and multi-level analysis focusing on three questions such as how Mongolian family language ideology,language management and language practice jointly build the family language discourse system,the influencing factors and characteristics of Mongolian family language planning and how to construct ethnic family language planning scientifically.It is of great practical significance to provide guidance for family language education,to improve the education quality of the national lingua franca in ethnic areas and to enhance the sense of the Chinese national community.This paper is divided into eight parts.The introduction part explains the origin and significance of this study,the research ideas and research contents and briefly introduces the research methods and field investigation process as well as the research innovation and shortcomings.The first chapter is literature review and theoretical framework.The author reviews and sorts out the domestic and foreign research literature on language planning and family language planning.On the basis of previous studies,the author clarifies confusing terms,defines the key concepts and constructs the theoretical model of this paper.The second chapter is the historical overview of Mongolian language education planning and practice in Wushen Banner.This chapter summarizes the social context characteristics of Wushen Banner,which is represented as the transformation and upgrading of social economy,the pluralistic and integrated ethnic relations,the changing social culture and the multilingual social language environment,and introduces the traditional Mongolian family language education and the general situation of contemporary Mongolian education planning and practice in Wushen Banner so as to provide background information for the study.The third chapter describes the current situation of Mongolian family language ideology from three aspects such as Mongolian parents’ language attitude,language belief and language identity and summarizes its characteristics,which explores the formation basis of parents’ language ideology.The fourth chapter describes the characteristics of Mongolian family language management from family language manager,family language education management and family language environment management,and then explains,the mediating effect of family language management.The fifth chapter clarifies the goal orientation of family language practice by analyzing and comparing the intergenerational differences of family language life and language ability of family members of Mongolian families in Wushen Banner.The sixth chapter analyzes the existing problems of Mongolian family language planning in Wushen Banner,the influencing factors and driving mechanism of family language planning,so as to reveal the characteristics of family language planning,and then explores the construction paths of family language planning.Finally,it is the conclusion part that family language planning is a practical way to improve the quality of national lingua franca education in ethnic areas,and predicts the development trend of family language planning research in the future.The author draws the following findings:Firstly,based on the construction of linguistic value orientation,ethnic minority family language planners have formed the consciousness of inheritinglanguage as the main language,the national lingua-franca as the main language,the bidirectional language consciousness and the fuzzy language consciousness and completed the intergenerational transmission of family capital and the reproduction of children’s cultural capital through the intermediary effect of language management,and finally carried out family language practice for the purpose of constructing individual language repertoire.Through the mediating effect of family language management,they transmit family capital among generations and reproduce children’s cultural capital,and finally complete the family language practice process oriented by the form of individual language repertoire.Family language planning is driven by family language ideology,which can accelerate or slow down the reproduction of children ’s cultural capital in family language management as well as the construction of individual language repertoire in family language practice.Conversely,family language management and family language practice can also affect family language ideology,so family language planning has the characteristics of natural,constructive and fluid.Secondly,family language planning is influenced by micro factors in the family domain and macro factors outside the family domain.Specifically,family language planning is interacted with micro factors such as family structure,family literacy environment,parents’ educational experience,and the adjustment with macro factors such as social economy,social culture,social politics and social language environment Thirdly,there are some problems in family language planning,such as weak family language ideology(language ability evaluation is one-sided,language function cognition is simplified,and language belief is fuzzy),simple family language management strategy,monotonous family language practice content as well as"isolated" family language planning.Hence,family language planning in ethnic areas requires scientific guidance.It is constructed by actively exerting parents’ initiative,creating a good family language learning environment,comprehensively considering the interaction and adjustment relationship between external language ecology,family internal language life and family language planning to establish a comprehensive project to improve language ability.Based on the above findings,on the one hand,the author revised and supplemented the theoretical framework of family language planning.On the other hand,it is proposed that the supplementary role of family language education should be given full play while giving full play to the role of the main position of the school,so as to promote the high-quality development of national common language education in ethnic areas.Family language planning in ethnic areas is a practical path to promote the national common language policy.The scientific construction of family language planning is conducive to consolidating and improving the quality of national common language education in ethnic areas.The future research of family language planning will develop in the direction of constructing harmonious family language life,improving individual language ability,protecting language resources and constructing language barrier-free society. |
