| As a strategic plan of the country,the withdrawal of village and residence not only carries the policy expectation of breaking down the dual structure of urban and rural areas and realizing urban-rural integration,but also contains the yearning of the majority of farmers for a better life.However,under the push of the government compulsory system change,the rapid promotion of the removal of village to residence breaks the existing super stable structure and endogenous evolution logic of the local community,which leads to the structural change of the rural community,and also leads to a series of structural contradictions.This is mainly manifested in the structural disorder,system imbalance and the pressure of the two mutual construction systems in the governance of the transitional community.At the same time,it is necessary to see that the current transitional community governance system is in the stage of exploration,construction and finalization,showing a significant "prism effect".Under this role,the transition community as a special governance system is facing multiple pressures,which are shown from the input,transformation,output and feedback level of the governance system,which mainly shows the input overload The lack of conversion,low efficiency of output and poor feedback.Facing a series of complex governance problems in the process of system transition,the transformation community governance system has obviously shown a weak response.So,how to respond to the challenges in this process systematically in the way of "governance reengineering" becomes an urgent problem.As a new social governance model,network governance can adapt to the complex and uncertain social governance environment.To some extent,it can solve many governance difficulties in the process of the transition of the community system.Therefore,the innovation and transformation of community governance mode,network governance has become an effective choice.Specifically,this paper mainly starts from the following aspects:Firstly,the framework of structure system network analysis of the study of community governance transformation is constructed.Inspired by Coleman’s rational choice theory,Giddens’ theory of structural duality and the research paradigm of"structure system process" in academic circles,this paper constructs an analysis framework of "structure system network" to study the governance of the transitional community.The framework tries to break through the traditional research on community governance transformation,either pursuing the grand narrative at the theoretical level or focusing on the two preferences of micro "deep description" in practice,trying to construct a bridge between macro and micro,and then to innovate the analysis paradigm of the research on the transformation community governance.Secondly,the paper analyzes the difficulties in the process of transforming community governance.Traditional rural is a slow-growing local society.However,under the guidance of the government,the rapid promotion of the removal of village and housing has broken the existing development logic and the original super stable structure of the traditional countryside,and caused a series of structural contradictions,which mainly manifested in the structural disorder,system imbalance and the systematic pressure of the mutual structure of the two.Specifically,the disorder of structure refers to the unbalanced state of the transformation community governance system,which mainly includes the contradiction of "power right" structure,the contradiction of the subject object structure,the internal external structure,the familiar unfamiliar structure.Institutional imbalance refers to the problems of over loading of institutional demand,inefficient supply,unbalanced supply and demand and imbalance of system operation in the transformation community governance.What we need to see is that the interaction between structure disorder and institutional imbalance presents the characteristics of mutual structure,which increases the pressure of the transformation community governance system to some extent.Thirdly,it explains the causes of the dilemma of the transformation community governance.In the process of system transition,the transitional community is faced with a series of complex governance difficulties,which is essentially a dominant appearance of its governance "prism effect".In the process of system transition,the transition community should go through three stages:fusion system,prism system and diffraction system.At present,the transitional community governance is in the prism system stage,which makes the transitional community governance system bear"excessive capacity pressure".At the same time,the effective governance mode of the transitional community is still in the process of exploration and improvement.Facing the stimulation of "prism effect",it is difficult to make effective systematic response,which is an important cause of the disorder of the structure and the imbalance of the system.In fact,the quality is also an explicit embodiment that the governance system can not adapt to the changes of external environment effectively.Fourthly,the paper puts forward the exploration direction of dealing with the dilemma of transforming community governance by network governance.As a new social governance model,network governance can effectively deal with many governance problems in the process of compressing modernization and complexity.It is a useful exploration to improve the governance system and improve the efficiency of the transformation community governance.It is important to emphasize that network governance is a kind of Western foreign product,and it can not be directly used in China’s governance situation.On the basis of applicability transformation,we should build a network governance mode with Chinese characteristics to adapt to the specific governance situation of the transformation community.Therefore,we should establish the network governance concept on the level of governance concept,actively build the network governance community on the main level of governance,and actively build the mechanism and means of network operation on the level of governance mechanism,in order to respond to the structural tension and system imbalance of the transition of the system of the Transitional Community,and then promote the modernization of the governance of the transitional community.In conclusion,based on the analysis of the governance of the Transitional Community,this paper holds that the transitional community carries the governance anxiety in the process of national modernization.How to ensure the stability,control and order of the reproduction of order in a time of structural change,and at the same time,to protect and defend the fundamental rights of citizens,we must solve the problem of order and right reconstruction in the social transformation.And constructing a network governance model guided by the authority of the party and government can effectively respond to the core proposition of modernity,which can effectively respond to the balance of order and right adjustment.This governance model can protect the legitimate rights of residents on the basis of mitigating the structural tension of the transitional community.In the process of constructing this governance model,it is particularly important to deal with the relationship between the state and society,the government and the citizens,the collective and the individual,the government and the market,the order and the rights.More importantly,the state should guide and cultivate the growth of social autonomy through corresponding measures to release the vitality of social development,thus to construct the relationship structure of "strong country and strong society",and realize the modernization of the transformation of community governance. |
