Research On Practical Considerations And Institutional Guarantees For The Modernization Of Community Governance Capabilities

The report of the 19 th national congress of the communist party of China(CPC)pointed out the development strategy of deepening the modernization of national governance system and governance capacity.As the basic unit of grass-roots governance,community governance ability is closely linked with national governance.Based on the theory of multi-center governance and network governance,this study focuses on the analysis of the current situation and safeguard measures of the modernization of community governance capacity.The paper uses "Delphi method" to construct the index system of the modernization of community governance ability,and according to the proposed index system,takes M district of Qingdao city as the research object,and evaluates the status quo of the modernization development of community governance ability through questionnaires and in-depth interviews.As a national experimental area of community governance and service innovation,M District of Qingdao has improved the level of modernization of community governance capacity.The community governance pattern has achieved initial results,and the evaluation effect is good.However,there are still some problems,such as insufficient willingness of community residents to participate,unbalanced supply of community public services,unsustainable leading role of community culture,defective content of community legal services,undeveloped mechanism of preventing and resolving community contradictions,insufficient utilization of community information network.The roots lie in the absence of rule of law system and system norms,community social organizations and residents' participation consciousness,which seriously affect the development level of modernization of community governance ability.On this basis,this study puts forward modern institutional safeguard measures of the development of community governance ability,it mainly includes:promoting the institutionalization of community residents' participation,innovating the supply system of community services,standardizing the community cultural service system,improving the community legal service system,optimizing the mediation mechanism of community contradictions and disputes,and improving the community information management system,so as to make up for the shortcomings of community governance,promote the modernization and long-term development of community governance capacity,and maintain the harmony and stability of grass-roots society.
