The Model And Practical Logic Of Rural Industry Revitalization Led By The Party Building

How to deal with the relationship between the Party building and economic development has always been an important and key issue in China’s reform and development,which can be derived from how to deal with the party and the government,government and market related theoretical and practical issues.This paper focuses on how to shape the relationship between the rural grassroots Party building and rural industry revitalization under the new situation of comprehensively governing the Party and implementing the rural revitalization strategy.In fact,since the reform and opening up of our country the rural grassroots Party building(Party organization building work)has been weakened,imaginary,desalinated and marginalized to varying degrees,the fundamental reason lies in the poor connection between the rural grassroots Party building and rural economic development,it makes the rural Party building work and rural development appear different degrees of disjointed,leading to the relative absence of the party building subject in rural economic development,the "suspension" of grassroots political power,grassroots governance action into a dilemma,and the Party building work is difficult to truly and effectively infiltrate into the rural front line,that influence the party organization ability to improve and the Party building practice to innovation,and further influence the party to improve the leadership of the rural work.Based on field investigation to obtain information,this paper analyses in depth situation of seeing Party self-governance exercised fully and with rigor,the role that rural basic-level party organization plays in industry vitalization practice,the function mechanism of the grassroots Party building in rural industrial development and transformation,explore the relationship and interaction between the field of rural industry revitalization and strengthening the grassroots Party building.The paper tries to present the game,competition and cooperation between the party and the government,the market and the society in the practice field of rural industry revitalization,and analyses these dynamic disequilibrium relations to shape the party’s action ability.This paper holds that it is the new development power of rural industry revitalization that is led by rural party building under the new situation,and the new rural political-economic relationship network is constructed and shaped.This new relationship of Party building leading rural industry revitalization not only integrates and utilizes various social resources in practice to realize rural industry revitalization,but also it is of great theoretical and practical significance to fundamentally realize the party organization capacity construction and promotion.In other words,the party power concentrated in the CPC not only promote agricultural industrialization development and rural marketization reform of economic transformation,but also enables the political transformation centered on the party’s ability transformation to be realized.At present,the national action of rural revitalization strategy makes the countryside become a huge scale "distribution center" of project and policy resources,and becomes the village level practice field that aggrandizement grassroots party building.In the process of rural industrial development and rural market-oriented transformation led by party construction,Firstly,it embodies the socialist value concept of "common prosperity".In a unified party system,whether to undertake structural adjustment to internal party organization and emphasize party member troop construction,or the party building leads the integration of external resource elements and the creation of village system environment,the ultimate purpose is to better serve the major strategic goal of rural industry revitalization.In other words,no matter it is the structural adjustment type,resource absorption type or system innovation type of industrial revitalization mode led by party construction,it reflects that the Party can effectively lead and promote rural economic development and common prosperity of farmers.Secondly,it develops the multi-dimensional integration function of grassroots party organizations.In the practice of Party building to guide and promote the revitalization of rural industries,the Party insists on controlling and constraining "capital logic" by "people logic",bridges the gradually differentiated "state-farmer" interest relationship,absorbs the power of "in village" and "not in village" rural authority and governing elite,establishes of"endogenous" and "exogenous" multi-layer complex system performance system.It has changed the contradiction relationship and development dilemma between economic decentralization(economic construction)and political centralization(Party Construction)which existed for a long time,and foster a new relationship of mutual interaction.Finally,it consolidated the ruling position and ruling foundation of the Party in rural areas.Party building broke through the original single structural constraints,and independently chose to be embedded in the practice field of villagelevel industrial revitalization,realizing the party organization’s thorough penetration of grassroots rural areas from top to bottom,directly promote the party committee and government to strengthen grassroots Party building and farmers to the development of production and the pursuit of a rich life.The Party and farmers generate a "reciprocity" mechanism,and farmers deepen the "diffuse" trust and support of the Party,the governance authority and leadership position of Party in rural will further consolidate and expand.This is the practice mechanism and practice logic behind the strengthening of rural grassroots Party building and promoting rural industrial development transformation and rural industrial revitalization under the new situation.Finally,in the analysis of the experience of party building leading rural industrial revitalization,this paper summarizes from three aspects:value concept,internal technology and external environment value concept,internal technology and external environment.First,in guiding industrial revitalization through Party building,we must always adhere to the value concept of putting the needs of the masses and the people first,which is the ruling basis and ruling legitimacy source of the Party in rural areas;Second,use systematic approach to study the Party building,regard Party building and rural industry vitalization as a comprehensive and integrated organic whole;Third,build the external practice field of rural Party building,provides the condition and environment of industrial development for the party building,through the coordination and integration of external environment resources,interests and relations,stimulate the power and vitality of rural grassroots party building.
