| In 2020,the Fifth Plenary Session of the 19 th Central Committee of the Communist Party of China clearly put forward the "implementation of urban renewal actions",and urban renewal will be the main urban work,which will continue to be carried out to promote high-quality urban development.The implementation of urban renewal action is a process of redistribution of urban space and land value,and it is an important part of multi-party mutual benefit and "comprehensively deepening reforms and achieving common prosperity" from the perspective of urban development.However,further implementation of urban renewal action faces two challenges.First,due to the short development process,urban renewal in China still has problems such as imperfect system,imperfect mechanism,lack of technology and insufficient public participation;The adjustment of interests,the implementation of urban renewal process focuses on the conflicts of interests,resistance and social tension caused by the conflict of multiple interests.At the same time,the existing policy system cannot solve the problem of unbalanced and insufficient distribution of interests in practice,thus forming a negative cycle.The 19 th National Congress of the Communist Party of China made it clear that "to ensure and improve people’s livelihood,we must grasp the most direct and practical interests of people." The key to sustainable urban renewal lies in the reasonable redistribution of land value-added benefits.Reasonable benefit distribution is to take into account both "reasonable" and "effective",that is,to properly handle the relationship between fairness and efficiency."Efficiency and fairness should be taken into account in both initial distribution and redistribution,and redistribution should pay more attention to fairness" is a development principle that China has been emphasizing since the 18 th National Congress of the Communist Party of China.Existing practice has proved that the methods of "Sacrificing efficiency to achieve equity" and "Sacrificing equity to achieve efficiency" are difficult to ensure sustainable urban renewal actions.The long-term mechanism of urban renewal needs to be established under the governance goal of balancing " fairness and efficiency".However,with the deepening of marketization development and the change of government positioning,the role of the market and society is becoming more and more important in the decision-making of urban renewal value-added benefit distribution.Therefore,it is necessary to explore its microscopic benefit distribution negotiation mechanism to clarify the relationship between stakeholders,rules and regulations.The influence of factors is very important for the implementation of urban renewal actions in the future.Focusing on the above problems,existing studies still have limitations in describing the decision-making of value-added benefits distribution of urban renewal under market-oriented development,especially the micro-decision-making mechanism.Therefore,based on the existing literatures,this thesis firstly identifies and analyzes the key stakeholder relationships and contradictions in the decision-making of urban renewal value-added benefit distribution based on the stakeholder theory;The game model of value-added benefit distribution of urban renewal,explores the key factors that affect the decision-making of value-added benefit distribution;and further,under the assumption of bounded rationality,considers the influence of experience type,learning behavior and psychological expectation on stakeholder strategies and decision-making interaction behaviors.The value-added benefit distribution game model is expanded,analyzed and discussed.Finally,based on this,policy recommendations are put forward with the goal of balancing "fairness and efficiency" as the governance goal.Through stakeholder identification and conflict analysis,it is found that,compared with the interest relationship between other stakeholders,the "interest competition" relationship between enterprises and residents is more likely to cause social tensions and conflicts of interest.Especially in the decision-making and negotiation stage,the "opposition or cooperation" between enterprises and residents may be the key reason for the unfairness and inefficiency in the distribution of value-added benefits of urban renewal.Through the game analysis of enterprises and residents,it is found that expected income,bargaining power and negotiation strategy are the determinants of the results of urban renewal benefit distribution,and the information level of stakeholders directly affects these three determinants.This also shows that free negotiation between enterprises and residents does not mean fairness,but is prone to "unfair" or "inefficient" results.Government intervention and third-party coordination are essential to achieve a balance between fairness and efficiency.Then,through the analysis of the decisionmaking interaction behavior of enterprises and residents under bounded rationality,it is found that initial experience has an important impact on the decision-making behavior of enterprises,and heterogeneous psychological factors have an important impact on the decision-making behavior of residents;learning ability affects the bargaining power of stakeholders,and when learning ability When there is a significant difference between strength and weakness,the result of benefit distribution will be inclined to the side with stronger learning ability;by changing the structure of residents’ groups and the initial experience of enterprises,it can not only enhance the bargaining power of individuals,but also limit the bargaining power of individuals,which is conducive to solving the inequality of rights.Problem;in terms of strategy selection attitude,when both enterprises and residents are in a strong strategy,a situation of "both loses" is likely to occur,and the total social cost is the largest.When both enterprises and residents are in a moderate strategy,the willingness to cooperate is greater,the negotiation efficiency is also higher,and "win-win cooperation" can be achieved.When one party is strong and the other is moderate,it is often the strong party that gains greater benefits,but there is a risk of not being able to achieve full cooperation,which will eventually lead to a waste of social resources.Finally,combining with the above research conclusions,this thesis from the perspective of optimizing the game rules of different policy tools for analysis and experience summary of advanced cities,with balancing "fairness and efficiency" as the management goal,put forward to promote marketization development under the urban update value-added profit distribution decisions management policy recommendations,specific involves the following aspects: fostering market-oriented policy environment;Improve interest expression mechanism,identification mechanism,consultation mechanism,supervision and evaluation mechanism;Strengthen the participation of stakeholders in the whole process;Adhere to the concept of "adapt measures to local conditions" system construction.It provides ideas for other cities to adjust policies related to benefit distribution and construct governance system,provides reference for the coordination work of value-added benefit distribution of urban renewal at grassroots level,and lays a theoretical foundation for the sustainable promotion of current urban renewal implementation actions. |
