Abstract/Summary:
In the context of Chinas’ innovation-driven development strategy and the government’s comprehensive promotion of deepening reform,innovation is regarded by government departments as an important strategy to solve multiple challenges in the new era and deal with the unprecedented changes in a century,and its importance is increasingly prominent.Civil servants are the main body of promoting government reform and innovation,and their innovative work behavior is the first step of government innovation.The innovative work behavior of civil servants is conducive to promoting policy innovation,enhancing the efficiency of government operation,improving the quality of public service and effectively bridging the gap between the top-level design of reform and the public’s realistic interest demands,thus improving citizens’ satisfaction with public service and government trust.Therefore,how to stimulate and cultivate the innovative work behavior of civil servants is increasingly becoming an important realistic issue concerned by scholars in the field of public administration and management practitioners of government departments.As a complex and dynamic system,civil servants’ innovative work behavior is influenced by multiple factors.As the product of “alienation” of bureaucratic system,red tape exists widely in all levels of government organizations,which is an important situational variable of government departments,and its series of effects on civil servants’ innovative work behavior deserve special attention.Unfortunately,there are few empirical studies on red tape and civil servants’ innovative work behavior in domestic literature.Most of the existing researches on innovative work behavior of civil servants start from the level of institutional environment,and generally are lack attention to the civil servants’ internal psychology cognitive process.Existing research on red tape tends to focus on its negative impact on civil servants from the perspective of “compliance burden”,but relatively ignores the potential stimulus effect of “lack of function” of red tape.From the perspective of dialectical thinking,the conclusion can not fully reveal the impact of red tape on civil servants’ innovative work behavior.From the perspective of behavior of public administration,this study focuses on red tape has a double-edged sword influence mechanism on civil servants’ innovative work behavior,which is based on the job demands-resources model,challenge-hindrance stressor model and cognitive interaction theory.Through the theoretical analysis and empirical test,this study draws the main conclusions that “compliance burden” red tape is significantly and negatively related to civil servants’ innovative work behavior;“lack of function” red tape significantly and positively related to civil servants’ innovative work behavior.Work autonomy mediates the relationship between “compliance burden” red tape,“lack of function” red tape and civil servants’ innovative work behavior.Organization’s fault-tolerant climate moderates the processes by which work autonomy affect civil servants’ innovative work behavior.Organization’s fault-tolerant climate moderates the indirect effect of “compliance burden” red tape,“lack of function” red tape on civil servants’ innovative work behavior via work autonomy.Public service motivation positively moderates the relationship between “lack of function” red tape and work autonomy.However,the moderating role of public service motivation between“compliance burden” red tape and work autonomy is not supported.The innovations of this study are mainly reflected in the followings.Ftrstly,this study constructs a reflective model of the second-order construct of red tape,and makes a typological analysis of the content structure of red tape,and promotes the research of red tape theory.Secondly,this research establishes and confirms the double-edged sword effect of red tape on civil servants’ innovative work behavior,which enriches the outcome variables of red tape,clarifies the internal mechanism and boundary conditions of red tape on the innovative work behavior of civil servants,and more comprehensively explores the relationship between red tape,that solves the dilemma of inconsistent causality between the two in empirical research.Thirdly,from the perspective of individual civil servants,this study focuses on the internal psychology and cognitive micro level of civil servants’ innovative work behavior,constructs the framework of “situational cognition-psychological mechanism-behavior performance”,and further enrichis the diversified research perspective of civil servants’ innovative work behavior.Fourthly,this study reveals the dynamic path of interaction between job demands and job resources in the job demands-resources model,which enriches the interaction process of the internal components of the model,and deepens the theoretical content of the job demands-resources model.Based on the above conclusion,some suggestions providing useful enlightenment for practitioners of government department management are proposed to stimulate civil servants’ innovative work behavior in the context of red tape,including rethinking the dialectical view of red tape,appropriately improving the work autonomy of civil servants,strengthening the activation and cultivation of public service motivation of civil servants and cultivating an organization’s fault-tolerant atmosphere.This study discusses some possible limitations and research directions worthy of exploration in the future.
