Innovation is the embodiment of individual creativity.Under the background of the national strategy of "innovation-oriented country",the civil servant is the main force to realize it.Firstly,the civil servants' innovative behavior is the implementation of national policy requirements.Secondly,as the main body of China's administration,civil servants are the executors and defenders of State policy.They represent the State's right to manage political,economic,cultural,educational and other aspects of State affairs.The innovative behavior of civil servants directly reflects the State's attitude to innovation.Finally,there are many grass-roots level civil servants.They directly contact with external entities such as enterprises,social groups and communication,and civil servants know more about their needs.Therefore,the innovative behavior of civil servants help the government provide better public services to the public.Based on this,it is of great practical significance to study the formation mechanism of civil servants'innovative behavior and explore how to promote their innovative behaviors.In view of the fact that our civil servants have been under the work conditions of high standards,strict requirements and short-term for a long time.What's more,work stress has always been regarded as one of the important influencing factors of individual innovative behavior.Therefore,we need to consider the impact of work stress.This study is divided into six parts.Based on the data of 377 civil servants in Sichuan province,this study uses SPSS23.0,Amos24.0 to analyze the data.Data results show that:(1)challenge stressors has a positive impact on civil servants' innovative behavior;hindance stressors has a negative impact on civil servants' innovative behavior.(2)public service motivation plays an intermediary role between challenge stressors and innovative behavior,that is,challenge stressors influences civil servants' innovative behavior through the complete intermediary effect of public service motivation.(3)promotion focus plays a regulatory role in the public service motivation and innovation behavior,and the challenge stress is regulated by the promotion focus through the mediating effect of the public service motivation on innovative behavior.This research enriches the theory of public service motivation and innovation behavior in theory,expands the related research in the public sector and contributes to the "black box" in the process of the creation of the innovation behavior of civil servants.In practice,it is helpful to guide public sector managers to pay more attention to and cultivate the public service motivation of civil servants,to select more suitable civil servants for public sector managers,and to provide a new reference direction to stimulate the innovative behavior of civil servants.
