Researchon The Constructionof Rural Grass-root Party Organizations In The New Era

As a traditional farming country,China has an uninterrupted history of agricultural civilization.The issue of “agriculture,rural areas and farmers” has been the top priority of the Party and China from the very beginning.Due to the complexity of agricultural production and rural work as well as the diversity of farmers’ needs for life,the tasks related to “agriculture,rural areas and farmers” are both arduous and glorious,And the grass-root Party organization in rural areas is the key to promote the smooth advancement of those tasks.Rural grass-roots Party organizations are the “nerve endings” of the Party in the rural areas and the strong fighting fortress for implementing the Party’s targeted poverty alleviation and rural revitalization strategies.Their construction quality largely determines the consolidation of the achievements of poverty alleviation,the progress of implementing the rural revitalization strategy,and the common prosperity of farmers and rural areas.The construction of rural grass-roots Party organizations is a decisive factor in the work of “agriculture,rural areas and farmers” in the new development stage.Therefore,everything possible must be done to “build thousands of strong rural grass-roots Party organizations”.From the founding to the 18 th National Congress of the Communist Party of China(CPC),the Party has made remarkable achievements in rural construction,accumulated lots of rich experience,and also had profound lessons,which provide plenty of valuable reference and inspiration for Party building in the rural areas in the new era.Since the 18 th National Congress of the Communist Party of China,rural grass-root Party organizations have shouldered the great mission in the process of steadily advancing socialist modernization.With the joint efforts of the whole Party and the people of all ethnic groups,the battle against poverty has succeeded in that rural areas have simultaneously completed the building of a moderately prosperous society in an all-round way,and are striving to advance towards the comprehensive promotion of rural revitalization and the second centennial goal.The unprecedented major changes in a century and the COVID-19 are intertwined under the volatile international situation;the major social contradictions are transformed,and a moderately prosperous society in rural areas is simultaneously built,also,the focus of the “agriculture,rural areas and farmers” has achieved the historic shift;deep changes have taken place in both domestic and international situations,calling for accelerating the construction of a new development pattern.Great achievements have been made in the construction of the Party,and self-reform has been promoted in depth and extended to the grass-roots level...Based on the new situation of the world,China,agriculture and the Party,the “old topic”—“rural grass-roots Party organization construction” is in urgent need of “new research” under the new era.Facing new challenges,new opportunities and new tasks brought by the new situation in the new era,the construction of rural grass-roots Party organizations still shows a real dilemma.For example,the incomplete coverage of rural grass-roots Party organizations,the gap in the quality and ability between rural Party members and cadres,the unsound working system and mechanism of rural grass-roots Party building,the new manifestations of the old problems—“formalism,bureaucratism,hedonism and extravagance” at the rural grass-roots,and the practical difficulties of “one person taking multiple posts” encountered by the secretaries in rural Party organization.Fujian Province has made some achievements in strengthening the construction of rural grass-roots Party organizations,some of which can be reflected in the following areas: the revitalization of rural talents highlighted the political standards for selecting cadres,the study of Party history consolidated the ideological foundation in rural areas,the organizational strength is improved in responding to the rural public health crisis,implementing the “one person taking multiple posts” strategy strengthened the team of secretaries in rural Party organization,The rural governance pattern of the “Co-construction,joint contribution,shared benefits” has intensified the ties between the Party and people,the promotion of“cross-village joint construction” innovated the setting of grass-roots Party organizations,the special campaign to eliminate crimes has purified the “two committees”.Based on these,the experience of building rural grass-roots Party organization since the 18 th National Congress of the Communist Party of China can be summarized as follows:attaching importance to the construction of rural revitalization of the cadre team,giving full play to the vanguard role of Party members,promoting the “cross-village joint construction” mechanism in accordance with local conditions,and eliminating the“umbrella” behind the evil forces.And four important enlightenments can be drawn from the above: always adhering to the guiding ideology of rural grass-roots Party building in the new era,the fundamental principle of the Party that is in charge of rural work,the promotion of the new great project of Party building,and the overall implementation of the general requirements of Party building in the new era.Fujian Province is most important ground for breeding and practicing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era.Xi had worked here for seventeen years and a half,he put much emphasis on the work of “agriculture,rural areas and farmers” and had explored and exploited a lot in rural grass-roots Party building,which is the most significant and unique advantage of Fujian’s development.A series of important discussions and specific work arrangements in Fujian have special practical enlightenment on the rural grass-roots Party building in the new era.Based on this,it is necessary to fully implement the general requirements of the Party building in the new era at the rural grass-roots level as a practical way to strengthen the construction of rural grass-roots Party organizations in the new era.Specifically,it starts from seven aspects:give play to the political leading role of rural grass-roots Party organizations;strengthen the ideological leadership of rural grass-roots Party organizations;enhance the organizational strength to promote the common prosperity of farmers and rural areas;improve the working methods of leading the implementation of the rural revitalization strategy;strengthen the supervision over the “shoulder to shoulder” of secretaries of the rural Party organizations;deeply promote the anti-corruption struggle of rural grass-roots Party organizations;give full play to the role of the system and mechanism in the incentive,restraint and guarantee of the rural grass-roots,etc.
