Information Security Governance For National Academic Information Resources In Cloud Computing Environment

The development of cloud computing technology,it provides more application scenarios for the network society,and also deepens the mashup of network and human social life.However,in this process,more and more prominent information security issues become an important factor restricting the development and application of cloud computing.As an important carrier of knowledge,national academic information resources have encountered the same problems in the application of cloud computing.Due to the numerous subjects and complex links involved in the organization,development and utilization of national academic information resources in the cloud computing environment,it can no longer effectively realize its security guarantee by a single technical means or management mode.So a more comprehensive,effective and flexible way is needed to improve its security capability.Based on this,we study the security governance of national academic information resources in the cloud computing environment.It aims to maintain the security state of national academic information resources in the process of knowledge innovation development and information management,and to improve its security capability,and also to provide reference for information security governance for national digital information resources and cloud computing.In chapter 1,we introduce the main theories involved in this article.Our research is mainly based on the following theories: information ecology theory,synergy theory and classified information security protection.Firstly,we introduce these theories.And then we study the guiding role and application value of these theories in the optimization of security governance structure,governance mode selection and governance mechanism for national academic information resource.In chapter 2,we study the reform of security governance for national academic information resource in the cloud computing environment.Information security governance involves multiple aspects.With the continuous improvement of systems and regulations,the continuous development of information technology,and the continuous changes in security requirements,all of them promote the reform of security governance for national academic information resources.Firstly,we study the evolution process of security governance for national academic information resources;secondly,we study the impact of cloud computing technology on security governance for national academic information resource,the transformation of security governance for national academic information resource in the reform of national information security system and the changes of security requirements for national academic information resource in cloud computing environment.In chapter 3,we study the composition of information security governance structure for national academic information resource in the cloud computing environment.An effective information security governance structure is the basis for achieving information security governance.Firstly we study the connotation of the information security governance structure,and also the composition and the characteristic of current information security governance structure for national academic information resource.On this basis,we study the problem existing in the information securiy governance structure for national academic information resource and the key to transform the structure.Finally,based on the perspective of information ecology,we study the composition of security governance structure for national academic information resource in the cloud computing environment,so as to facilitate the comprehensive development of security governance.In chapter 4,we study the security governance model for national academic information resource in the cloud computing environment.Firstly,we study the progress made abroad in the information security governance model for academic information resource,and draw its enlightenment and reference to the choice of information security governance model for national academic information resource.Secondly,based on the synergy theory,we propose the concept and feasibility of collaborative security governance for national academic information resources,and form a collaborative security governance model for national academic information resources in the cloud computing environment.Finally,from the aspects of policy guidance model,the multi-subject cooperation model,the security technology guarantee model,the laws and regulations and the standard guarantee model,we realize the comprehensive collaborative security governance of national academic information resource in the cloud computing environment.In chapter 5,we study security governance mechanism for the national academic information resource in the cloud computing environment.Firstly,we study the security protection mechanism for national academic information resources in the cloud computing environment from the aspects of security situation awareness and security protection based on classified information.Secondly,we study the linkage governance mechanism for national academic information resource in cloud computing environment.Thirdly,we study the self-adjustment mechanism for national academic information resource in the cloud computing environment from the aspects of purification mechanism and recovery mechanism.Finally,we study supervision mechanism for national academic information resources in the cloud computing environment from the two aspects of operation supervision and social supervision.In chapter 6,we take the China Academic Library & Information System as an example to study.We investigate the practical application of cloud computing technology in the construction of CALIS and its information security governance practices.At the same time,we study the problems encountered in CALIS’s information security governance process and put forward relevant suggestions.In chapter 7,we summarize the conclusions and viewpoints of this paper,and point out the deficiencies and limitations,and then look forward to future research.
