| Food safety regulation is an important guarantee of food safety.Existing theoretical and empirical studies show that food quality and safety of information asymmetry would lead to the "market failure" problem in a certain extent and make the food market full of unqualified products,bringing about the result of "bad money drives out good money".To cope with and solve the “market failure” problem of the food market,governments all over the world generally use the means of food safety regulation to restrain and encourage the behavior of food enterprises.Looking from the food market development process of developed countries in Europe and America,food safety problems are inevitable products in the process of rapid economic development,and will take a turn for the better gradually with the improvement of food safety regulations.The promulgation of “Food Safety Law” in 2009 marked that food safety regulation began to receive great attention from the government,but food safety incidents still happen from time to time.How to perfect and give full play to the role of food safety regulation is an important issue that must be solved to build a strong modern socialist country.It has been more than 10 years since the promulgation of the “Food Safety Law”.Under the background of deepening transformation of economic structure,it has become an inevitable requirement to evaluate the effects of food safety regulation policies.Based on the perspective of the welfare effect of food producers,this study discusses and analyzes the indirect policy effect of food safety regulations.By using the database of Chinese industrial enterprises and the data of food enterprises in listed enterprises,through multiple regression model and double difference estimation,it conducts empirical research from the following aspects:(1)This dissertation defines the connotation and characteristics of the core concepts of food safety and food safety regulation.By constructing a theoretical model including food safety demand,food safety supply and market equilibrium,this dissertation analyzes the internal influence mechanism of food safety regulation on producer welfare.The relationship between food safety regulation and producer welfare is analyzed theoretically.And a theoretical analysis framework of this research is constructed on that basis.(2)This dissertation studies the dynamic incentive effect of safety regulation on food enterprises.Based on the review of existing literature,a multiple regression model is constructed by using the sample data of food enterprises in the database of industrial enterprises in China from 2003 to 2013,and an empirical analysis is made on the change trend of food enterprises’ performance before and after the enactment of the "Food Safety Law" in 2009,so as to explore the dynamic incentive effect of food safety regulations on food enterprises.(3)This dissertation studies the operation improvement effect of safety regulation on food enterprises.On the basis of the review of existing literature,this dissertation puts forward the corresponding research hypothesis,and take the main business income,total current assets,current liabilities,profits and financial expenses food enterprises operating efficiency as proxy variables to measure the operating efficiency of food enterprises.Through the sample data of food enterprises in China industrial enterprise database from 2003 to 2013,this dissertation build a multiple regression model,using double difference to empirically analyze the impact of safety regulations("Food Safety Law" promulgated in 2009)on the operation of food enterprises.(4)This dissertation studies the financing mitigation effect of safety regulation on food enterprises.On the basis of the review of existing literature,this dissertation puts forward the corresponding research hypothesis,and take the cash flow content of operating income and debt paying ability as proxy variables to measure the financing mitigation level of food enterprises.Through the sample data of food enterprises listed in Shanghai and Shenzhen from 2001 to 2016,this dissertation build a multiple regression model,using double difference to empirically analyze the financing mitigation effect of safety regulations("Food Safety Law" promulgated in 2009)on food enterprises.(5)This dissertation studies the long-term promotion effect of safety regulation on food enterprises.The sample data of Chinese food enterprises listed in Shanghai and Shenzhen from 2014 to 2016,and the data of hexun corporate social responsibility report are used as the proxy variable of food safety regulation intensity.Than an empirical analysis of the long-term impact of food safety regulations on food enterprise operation is made by using the instrumental variable method.Through the empirical research,the author found that the enhancement of food safety regulation intensity is conducive to the improvement of food enterprises’ production efficiency and operation management ability,alleviating the problem of enterprise financing.And in the long run,it has certain incentive effect to the business income of the enterprise.Then according to the research conclusions,some policy suggestions are put forward.Finally,due to the author’s lack of relevant experience,the related literature at home and abroad is not comprehensive,and the food safety supervision has the special nature of repeatability and long-term character.There are some limitations to the present research.Further research and exploration are needed. |
