The Problem Of China's Food Safety Supervison And The Countermeasure Research

Hunger breeds discontent, to food security for the first. Food security related to the public health, the economic development and social stability, and the government and the country's image. Food safety has become a measure of the quality of life, an important aspect of the social management and the national legal system. Currently,the accident of China's food safety and unsafe food were often found in newspapers. Therefore, the finding of food safety problems in supervision, the improvement of food safety supervision system is particularly important.This paper first describes the food safety, food safety regulation of the pattern at this stage and from the national to the public on food safety. Second, from the perspective of food safety chain to analyze the problems of food security, one is soil pollution, the second is aquaculture producers who illegally added toxic and hazardous substances,the third is a public health emergency type of food poisoning. From the analysis of food safety regulatory systems of the problems, first is the outdated food safety regulatory system,second is the imperfect food safety supervision system, thirdly food safety information is not smooth. Second, refer to the 2010 Shanghai World Expo experience of food safety, one regulatory mechanism to determine the entire food supply chain, regulatory, and second, institutional use of centralized coordination of government regulation, and the third is to strengthen the public food safety publicity warning.The paper finally propose countermeasure to improve the regulatory system of food safety .As a precondition to improve the institutional mechanisms to strengthen local food security legislation, to establish local food security committees; in the regulatory model, the process of changing the original results-light regulatory approach, the pilot of key food throughout supervision, increase the source of supervision, regulatory supervision in the links of the whole process. Regulate food safety regulation and law enforcement, strengthening governance dereliction of duty. To establish food safety information platform, create enterprise credit system of food safety, and improve the integrity of food safety; encourage the public and third-party organizations involved in food safety supervision.
