| Since the reform and opening up,China has promoted reform and development by opening up.The world ranking of GDP rose from 11 th in 1978 to 2nd at present.The basic national policy of opening up has been fully affirmed at home and abroad.In recent years,China has actively promoted the "the Belt and Road" initiative,joined RCEP,promoted high-level opening up,promoted the development of an open economy around the world,and constantly promoted the formation of a higher level of world opening pattern.As an important part of region,the Central China has in recent years ranked at the forefront of major domestic sectors in terms of major economic development indicators.The Central China is actively linking up with the Belt and Road.From 2013 to 2018,the Central China’s total imports and exports to countries along the route were US$375.4 billion,and the number of China-Europe trains and freight volumes increased significantly.The open economy in the Central China has achieved certain results.So what is the level of opening up of the Central China? What is the development trend? What are the industrial structure effects and economic growth effects of opening up? Which areas of the opening up of the six central provinces have certain advantages? In what areas can we improve? How can the Central China achieve better results under the new domestic and international dual-cycle development pattern,and then make certain achievements in promoting the Central China’s opening up to the outside world and promoting the socialist modernization.Based on full reference to authoritative documents at home and abroad,this thesis analyze the effectiveness of the development,policy measures and main problems of an open economy in the Central China,and designs a set of open economic development level indicator system by coordinating the four levels of open foundation,openness,open quality and open potential.At the same time,it also analyzes the impact of opening to the opening on the upgrading of the industrial structure in the Central China.Use entropy method and principal component analysis to evaluate the openness in the Central China.This thesis empirically tests the relationship between open economy and economic growth in the Central China with static panel data.Finally,it used system analysis and normative analysis,exploring the suggestions for Jiangxi to build an inland open highland.The main innovation points are reflected in the following three aspects.Firstly,focusing on the industrial structure and economic growth effect of the open economy in the central region,it reveals the development of inland opening in the central region that conforms to the five development concepts of "innovation,coordination,green,openness and sharing",which reflects certain innovation from the research perspective,and provides an empirical case of regional open economic development for the government to formulate more effective open policies.Secondly,based on the data of the open economy in the past 13 years,the paper made a comprehensive analysis of the development of opening up in the central region,and confirmed that opening up in the central region can promote the optimization of industrial structure,better promote economic growth,enrich the content of opening up research,and help to correctly understand the positive or negative impact of specific indicators of open economy,To provide intuitive experience support for scientific development in the field of opening up.Thirdly,on the basis of fully drawing on the authoritative literature at home and abroad,a set of open economic development level indicator system was designed,reflecting certain innovation in data indicators.The empirical test of the relationship between opening up and industrial structure,economic growth has expanded the research on regional opening up promoting industrial upgrading and economic growth.The main content and research conclusions are as follows:(1)Development status of open economy in the Central China.It mainly combs the main achievements,policies and measures of opening to the outside world and existing problems in the development of open economy in the central region.In recent years,the six provinces in central China have firmly grasped their regional advantages of "connecting the east with the west",actively implemented new development concepts,and promoted development and innovation through opening up.The total volume of import and export trade in the Central China grew rapidly,the scale and quality of foreign capital utilization continued to expand,foreign investment and foreign cooperation developed steadily,free trade zones,development zones and other open platforms accelerated development,and ports and customs special regulatory areas were improved.While sorting out the cooperation between China and some international organizations from five aspects: policy communication,facility connectivity,smooth trade,financial integration,and people to people connectivity,this thesis analyzes the opening policy of the Central China from the aspects of the Belt and Road initiative and international production capacity cooperation.And combined with the advantages and characteristics of the development of open economy in each province,it summarized the experience of the opening policies and measures of each province.However,there are still a series of problems,such as the awareness of active opening and innovation synergy need to be strengthened,the quantity and quality of the open economy need to be strengthened,the investment attraction needs to be improved,enterprises are facing new challenges in "going global",and the open innovation platform and port capacity are insufficient.(2)Economic Metrics and trend comparison of the open economy in the Central China.This thesis constructs a comprehensive evaluation index system for the openness in the Central China from 4 first-level indicators,10 second-level indicators,and 15 third-level indicators.In summary,from 2007 to 2019,the average value of the opening-up basic evaluation index of the provinces in the Central China from high to low is Anhui,Jiangxi,Shanxi,Hubei,Hunan and Henan.The average value of openness evaluation index is Anhui,Jiangxi,Hunan,Shanxi,Hubei and Henan in turn.The average value of open quality evaluation index is Jiangxi,Hubei,Hunan,Anhui,Henan and Shanxi in turn.The average value of the opening potential evaluation index is Anhui,Hubei,Jiangxi,Henan,Hunan and Shanxi.Finally,the comprehensive score of the openness of the Central China is ranked from high to low as Jiangxi,Anhui,Hubei,Hunan,Henan and Shanxi.In terms of the development trend of openness in the six provinces,Shanxi,Jiangxi and Hunan have a downward trend,while Anhui,Henan and Hubei have an upward trend.(3)The thesis proves the relationship between the opening up and the industrial structure in the Central China.According to the changes in the structure of three industries,the development of industrial structure and employment structure in central China can be roughly divided into three stages: the industrial structure optimization period from 2007 to 2011,the industrial structure upgrading period from 2012 to 2015,and the industrial structure transformation period from 2016 to 2019.The situation of the employment structure is generally consistent with the development of the industrial structure.The analysis of the impact of opening up on industrial structure is mainly based on that the impact of openness foundation,openness degree,openness quality,openness potential and comprehensive openness on the upgrading,rationalization and balance of industrial structure.After analysis,the impact of open foundation on the upgrading of industrial structure is not significant,but the impact direction is positive.The impact of openness on the upgrading of industrial structure is significantly positive at the 5% significance level.The impact of open quality on the upgrading of industrial structure is not significant,but the impact direction is positive.The impact of opening potential on the upgrading of industrial structure is significantly positive at the significance level of 1%.The impact of openness on the upgrading of industrial structure is significantly positive at the 10% significance level.That is,from the perspective of the impact of the opening level of the Central China on the upgrading of industrial structure,it can be seen that the higher the opening level of a region,the higher the upgrading level of the regional industrial structure,that is,the higher the level of industrial structure,the faster the transformation and upgrading progress.After analysis,the impact of open foundation on the rationalization of industrial structure is not significant,but the impact direction is positive.The impact of openness on the rationalization of industrial structure is not significant,but the impact direction is negative.The impact of open quality on the rationalization of industrial structure is significantly negative at the 5% significance level.The impact of opening potential on the rationalization of industrial structure is significantly positive at the 10% significance level.The impact of openness on the rationalization of industrial structure is significantly negative at the 10%significance level.That is,from the perspective of the impact of the opening level of the Central China on the rationalization of industrial structure,it can be seen that the opening level of a region has a certain impact on the rationalization level of the regional industrial structure.After analysis,the impact of open foundation on the industrial structure equilibrium index is significantly negative at the significance level of 5%.The impact of openness on the industrial structure equalization index is not significant,but the impact direction is positive.The impact of opening quality on the industrial structure equalization index is not significant,but the impact direction is negative.The impact of opening potential on the industrial structure equalization index is not significant,but the impact direction is positive.The impact of openness on the industrial structure equalization index is not significant,but the impact direction is negative.That is,from the perspective of the impact of the opening level of the Central China on the industrial structure equalization,it can be seen that the higher the opening level of a region,the lower the equalization index(negative indicator),that is,the higher the regional industrial structure equalization level.(4)The thesis proves the relationship between opening up and economic growth in the Central China.From 2007 to 2019,the GDP growth rate of the Central China was faster than the national GDP growth rate.Therefore,the proportion of the Central China’s GDP in the country was also rising,and the gap between the Central China’s per capita GDP and the national per capita GDP was gradually narrowing.In the empirical test of open economy and economic growth,the benchmark regression is estimated using static panel model and two-way general fixed effect.Through analysis,the basis and degree of openness have a certain role in promoting economic growth in the Central China,and the quality,potential and comprehensive openness of openness have a significant role in promoting economic growth.A solid foundation for opening up is conducive to expanding domestic demand,helping to build a strong domestic market,optimizing the mode of economic growth,and promoting the high-quality development of an open economy.The higher the degree of openness,that is,the higher the dependence of local economic structure on trade,indicates that the more dynamic the development of foreign investment in the region,the larger the scale of foreign economic and trade exchanges,and under the relatively reliable external situation,can play a decisive role in local economic growth.The higher the quality of opening up,the larger the scale of foreign economic and trade exchanges in the region,the stronger the strength of foreign enterprises,the stronger the role of driving and safeguarding the supply chain of the industrial chain,and the more economic aggregates,taxes and employment created.At the same time,it can also reflect from the side that most of the areas of opening up are high-tech and technology-intensive areas,and the more able to drive local economic development.The greater the opening potential,the stronger the transformation level of scientific and technological achievements,the ability of colleges and universities to provide energy for education,and the higher the economic benefits of scientific and technological innovation,which is conducive to attracting more State Key Laboratory,engineering technology centers,enterprise research and development centers and other scientific and technological innovation platforms to land in the region,and also to attracting more innovative talents and high-end talents to settle in the region,thus bringing strong impetus to economic growth.An open economy is a market-oriented model of resource sharing,complementary advantages and mutual competition between economies and other economies.Each economy uses its own absolute and comparative advantages to obtain economic benefits.The more open the economy is,the higher the degree of openness,the more factors of production available,and the stronger growth momentum and more benign development trend of economic development.Based on the above conclusions,to promote the opening up and development of the central region,we should take expanding import and export trade as the core path and further deepen the opening up and development.Guided by promoting the use of foreign capital to improve quality and efficiency,we will promote high-quality development of the open economy;Focusing on promoting the "going global" of advantageous production capacity and equipment,create new advantages in international production capacity cooperation;With the promotion of brand and technology as the support,continuously expand the competitive influence of superior products;Take active participation in and integration into the "Belt and Road" construction as an opportunity to build a new pattern of opening up;With strengthening the cooperation between the east,central and western regions as the link,we will build an important strategic fulcrum for building a new development pattern across the country. |
